Summary: Open data in Smart Cities is a key factor for the development of Smart Cities, and will play an important role in the near future. Measuring citie's performance with respect to defined open data indicators, This Recommendation establishes a collection of metrics, considering issues that need to be contemplated by open data initiatives, such as sustainability and strategy, among others. This Recommendation is applicable to any city, municipality or local government that undertakes to measure its performance in a comparable and verifiable manner, irrespective of size and location.
