The document is considered stable and provides a complete description of the XML Namespaces 1.0. It is not appropriate to include the full text of the W3C XML Namespaces 1.0 here. Rec. X.891 specifies the use of namespaces, thus Industry needs to be informed of where XML Namespaces 1.0 originated as it was not defined by ISO or ITU-T.
