3. Justification for the specific reference:
This specification has been developed by the IEEE and is used to ensure eco design of the L.1000 universal mobile charger and ICT common power adapter. When in production the L.Adaptor should seek to ensure its contents are eco-friendly and all ITU Members should have early sight and guidance of what those specifications are for the wider ICT sector to ensure early investment, clarified decision making and planning is made possible.

5. Other useful information describing the "Quality" of the document:
Due to the tiered options contained in the standard manufacturers are encouraged to meet a bronze 'beginner' level with the ability to become 'silver' or 'gold' upon delivery of both mandatory and selected optional criterion thus demonstrating a maturity improvement over time that allows manufacturer's to evolve and improve and more importantly relay that maturity development information to its supply chain and onto purchasers. The flexibility in the tiers allows for credible quality control and good detail and transparency. This standard is the basis for application to many specific electronic.
