The referred documents were approved by TIA.
3. Justification for the specific reference:
The EVRC, EVRC-B, and EVRC-WB, which are recommended audio codecs in clause 14.2.2 and 14.2.3 of Y.2201 (2009), are specified by TIA-127-C, while they have not yet been standardized by any ITU-T recommendations. Since all specifications in TIA-127-C are necessary to specify these codecs,referencing is more appropriate than directly describing them in an ITU-T Recommendation.
