The AMR, which is one of recommended codecs in clause 14.2.2 of Y.2201(2009), is specified by ETSI TS 126 071, and there is no equivalent specification within any ITU-T recommendations. Since all specifications in ETSI TS 126 071 are necessary to specify the AMR, referencing is appropriate.
