下一代网络 (NGN) 概况

新的电信市场具有这样一些特征：市场放松管制后运营商之间的公开竞争；数字化业务量的爆发性增长，例如互联网使用的增长，新的多媒体业务的需求的增加，通用移动性需求的增加，网络和业务的融合，等等。鉴于这样的新的市场实际情况，NGN（下一代网络）被认为是GII（全球信息基础设施）具体的实现。Y系列里的建议书构架了下一代网络（NGN）的基础。然而，在GII中，与实现有关的问题并没有充分地说明。因此，应该把NGN理解为在实现GII概念上的进一步发展。
NGN的目标是要确保互操作性及网络能力所需的各个方面均支持跨越全球的NGN网络的应用，同时保持传输与业务和应用的相互独立。
本建议书旨在作为背景信息来指导后续建议书和标准的制定，以及如何实现下一代网络的实施准则的制定。
