تنظر التوصية ITU-T L.1005 في استحداث كدسات اختبار محددة لتقييم بعض الجوانب الوظيفية: لكفاءة استهلاك الطاقة والتشغيل البيني والسلامة والتوافق الكهرمغنطيسي (EMC) محل الشاحن العالمي (UCS). وهذه الاختبارات ضرورية لضمان مستوى أدنى من الجودة للحل UCS طبقاً للتشكيل الأساسي المستهدف للحل UCS والشاحن الموصوف في التوصية ITU-T L.1000.
