基于数字技术的公共部门温室气体排放管理系统框架和功能要求
随着全球极端气候事件频发,应对气候变化已成为全球共识,各国纷纷加大力度管理和控制温室气体(GHG)排放。信息通信技术(ICT)的快速发展为温室气体管理提供了有效工具。通过应用大数据、云计算和其他ICT技术构建温室气体排放管理系统(GHGEMS),公共部门可以更准确地量化、监测和管理区域温室气体排放,从而实现数据驱动的决策支撑。ITU-T L.1490建议书建议公共部门利用ICT进行温室气体排放管理,并规定了系统构建原则的要求、框架和功能要求。
