ITU T D.170 建议书增补5提供了一系列协助电信运营商较少国际电信业务交换中欺诈现象的自愿性导则。由于欺诈的定义是各国一个国内问题且随着司法管辖权的不同而有所差异，本增补并未规定定义或确定可能的欺诈行为。其目的是协助运营商根据其需求制定新的（或更新现有的）减少欺诈导则并提高账目管理的效率。 |
