支撑服务各方面的服务质量参数

除通常涉及在用性能的具体业务性能数据外，还需要有关未用阶段服务的性能数据，以便使客户能够选择最适合其具体服务质量（QoS）要求的业务提供商（SP）。ITU-T E.803建议书列出了88个覆盖ICT业务产品生命周期的通用参数，使监管机构、利益攸关方或任何相关方都能选择可提供性能数据的适量SP参数。

惠及客户、监管机构、利益攸关方和业务提供商（SP）的未用阶段QoS性能可用于性能等级监测，为客户和ICT行业服务。参数选择列举了需为测量和报告性能等级采集的关键信息。还就性能结果的表述形式提供了指导。按照建议的程序对交付性能做出报告的业务提供商，将形成提供商之间的可比性。
