Syntax correction for the green extension descriptor

Corrigendum 1 to Amendment 3 of H.222.0 (2014) | ISO/IEC 13818-1:2015 corrects the syntax specified for the Green_extension_descriptor() structure in the MPEG-2 Systems specification (ITU-T H.222.0 | ISO/IEC 13818-1), which contains a syntax element that has been inserted by accident and for which no semantics is specified. The element is removed. The corrigendum is based on the assumption that this descriptor is not used in any deployments yet, since it has been published only recently (2016-07-15), so that the change will not break any existing implementation. A potential implementer probably would have failed implementing an undefined syntax element. However, if implementations should exist, probably ignoring this syntax element, an alternative correction could be replacing the syntax element descriptor_tag by an eight byte wide reserved field '11111111'.
