تصف التوصية ITU-T J.298 المتطلبات والمواصفات التقنية لجهاز الاستقبال الفوقي الهجين للتلفزيون الكبلي المتوافق مع النقل التلفزيوني الأرضي والفضائي. ويتمثل الغرض الرئيسي من التوصية في توصيف المتطلبات الدنيا والأساسية لجهاز الاستقبال الفوقي الهجين (STB) التي تلبي متطلبات البلدان والمناطق النامية. ويمتلك جهاز الاستقبال الفوقي الهجين كامل الخواص الوظيفية لخدمات الإذاعة الكبلية التقليدية بناءً على التوصية ITU-T J.83، وفي نفس الوقت، ستنفَّذ أيضاً وظائف استقبال الإذاعة الساتلية أو الأرضية كي يتمكن جهاز الاستقبال الفوقي من استقبال خدمات الإذاعة الساتلية أو الأرضية. وتُتطلب أيضاً الخواص الوظيفية الأساسية لخدمات الفيديو التفاعلية القائمة على بروتوكول الإنترنت كي يتمكن جهاز الاستقبال الفوقي من دعم أحدث خدمات بروتوكول الإنترنت (IP) التفاعلية إلى جانب الخدمات الكبلية التقليدية والخدمات الساتلية/الأرضية.
