توفر هذه التوصية المبادئ التوجيهية بشأن استعمال مؤشر نداء المخطط الدولي للأولوية في حالة الطوارئ (IEPS) ومؤشر الأولوية في جانبيات التوصية H.248 من أجل التوصية H.323 وأنظمة شبكات الجيل التالي. ويمكن استخدام هذه المبادئ التوجيهية من جانب منظمات أخرى لوضع المعايير عندما تعمد هذه المنظمات إلى تحديد جانبياتها بموجب التوصية H.248.1 دعماً للخدمات ذات الأولوية، مثل خدمة اتصالات الطوارئ (ETS) وخدمة أولوية الوسائط المتعددة (MPS).
