Collaboration matters and Information Sharing

The following TDs were presented by TSB and were noted during the ITU-T SG5 opening plenary:​

A Newcomers' session was held on 27 September 2021 together with ITU-T Study Group 20. The previous TDs were briefly presented and noted during the ITU-T SG5 opening plenary. More information about the Newcomers' session can be found here​.

Session on TSAG and WTSA-20 preparation​

A session on TSAG (10-17 January 2022) and WTSA-20 (1-9 March 2022) preparations was held on Monday 6 December 2021 from 11:30 to 13:00 hours, Geneva time. During this session, SG5 experts agreed to the:
Working Party meetings

Question 8/5 - Guides and terminology on environment and climate change

During this meeting, Q8/5 experts reviewed four incoming liaison statements and prepared the respective responses.

Working Party 1/5 - EMC, lightning protection, EMF

Working Party 1/5 has made significant progress on various work items and achieved the following key outcomes:

Q1/5: Electrical protection, reliability, safety and security of ICT systems

The Rapporteur of Q1/5 (Mr Chuanyou Dai) opened the meeting and presented the draft agenda contained in TD1941-R1, which was approved without modifications.

Seven Contributions relevant to Q1/5 were received and discussed during the meeting. Six TD documents were submitted during the meeting to reflect and mark the revision of Contributions.

Five revised Recommendations and one new Recommendation were proposed to be submitted for consent. The work programme was also updated.

Q2/5: Protecting equipment and devices against lightning and other electrical events

The Rapporteur of Q2/5 (Mr Mick Maytum) opened the meeting and presented the draft agenda contained in TD1942-R1, which was approved without modifications.

Eight contributions were received and discussed (C835 and C834 will serve as inputs for the revisions of ITU-T K.Suppl.24 “Rationale for setting resistibility requirements of telecommunication equipment installed in a telecommunication centre against lightning", ITU-T K.21 “Resistibility of telecommunication equipment installed in customer premises to overvoltages and overcurrents" and ITU-T K.45 “Resistibility of telecommunication equipment installed in the access and trunk networks to overvoltages and overcurrents".).

Q2/5 worked on the AAP comments of Recommendation ITU-T K.147 and produced a log of the Q2/5 responses and a track changes version of ITU-T K.147 for the AAP. Five liaisons were responded to, and five informational TDs were posted. One new work item was created (draft Recommendation ITU-T K.ecl “Surge protective component application guide - Electronic Current Limiters"). Q2/5 experts recommended to discontinue the work item on draft Recommendation ITU-T K.sod “Surge and over-current protection parameters of external disconnector for surge protective devices used in telecommunication equipment".

3/5: Human exposure to electromagnetic fields (EMFs) due to digital technologies

The Rapporteur of Q3/5 (Mr Fryderyk Lewicki) opened the meeting and presented the draft agenda contained in TD1943-R2, which was approved with modifications.

During the Q3/5 session, 20 input documents (including 14 contributions) were discussed.

Two revised Recommendations: ITU-T K.83 “Monitoring of the electromagnetic field levels" and the Recommendation ITU-T K.91 “Guidance for assessment, evaluation and monitoring of the human exposure to RF EMF" were sent for consent to ITU-T SG5.

The main objective of this meeting was to revise Recommendation ITU-T K.91 “Guidance for assessment, evaluation and monitoring of the human exposure to RF EMF", the basic ITU-T Recommendation concerning human exposure to EMF. It was updated the section concerning new EMF exposure limits and information on new radiocommunication systems such as 5G.

Appendix I to Recommendation ITU-T K.70 “Software "EMF-estimator" v8.0.32 and v8.64" was revised. Q3/5 also revised ITU-T K.Suppl.20 to ITU-T K.91 “Supplement on radiofrequency exposure evaluation around underground base stations". Both documents were submitted for agreement.

One input Liaison Statement concerning Wireless Power Transfer (WPT) systems was received (TD2020). This LS was  connected closely with Contribution C844-R2 Draft of K-Series Supplement -"EMF strength inside and outside of OLEV" from Korea. After extensive discussion and taking into consideration different views, it was decided to agree for the new work item (TD2131-R1 “ITU-T K.Suppl.WPT "EMF strength in and outside of OLEV") in which document C844-2 will be the basic text for the consideration during the next ITU-T SG5 meeting. The response to the LS contained in TD2020 was included in the outgoing Liaison Statement (TD2173-R1) with information on the results of Q3/5 virtual meeting, which will be sent to ITU-R and ITU-D in order to continue the good collaboration with both sectors.

Many contributions on the results of assessment of the RF EMF exposure from 5G systems were discussed and considered. Information included in these contributions will be used in the development and revision of related ITU-T Recommendations and Supplements. Many informative documents were discussed and will be used to enrich the future work of Q3/5. The work programme has been discussed, updated, and approved.

Q4/5: Electromagnetic compatibility (EMC) aspects in ICT environment

The Co-Rapporteurs of Q4/5 (Messrs Beniamino Gorini and Xing Hai Zhang) opened the meeting and presented the draft agenda contained inTD1944-R2, which was approved without modifications.

All documents related to Question 4/5 were discussed in the meeting segments from 1 to 6 December 2021. Seven technical Contributions were received and discussed.

It was agreed that the new revision of Recommendation ITU-T K.137 "Electromagnetic compatibility requirements and measurement methods for wireline telecommunication network equipment" will be submitted to WP1/5 for consent as contained in TD2099-R1. For this revision of ITU‑T K.137, the A.5 justification contained in TD2106 on the normative reference of ETSI EN 300 386 “Telecommunication network equipment; ElectroMagnetic Compatibility (EMC) requirements; Harmonised Standard covering the essential requirements of the Directive 2014/30/EU" was produced.

Progress was made on the following Work Items:​​

Q4/5 agreed to revise Recommendation ITU-T K.76 “EMC requirements for telecommunication network equipment (9 kHz-150 kHz)" as the requirements need to be updated.

Q4/5 Work programme was reviewed and updated as reported in clause 7 of this report.

The liaison statements assigned to Q4/5 were discussed and contributions were provided for the replies to SG5-TD2044 and SG5-TD1673 (JCA-IMT2020 roadmap).

Q4/5 had considered the SG5-TD2058-R3 “Draft Report of ITU-T SG5 to the World Telecommunication Standardization Assembly (WTSA-20), Part I: General" and SG5-TD2059-R2 “Draft Report of ITU-T SG5 to the World Telecommunication Standardization Assembly (WTSA-20), Part II: Questions proposed for study during the next study period (2021-2024)" and it was noted that some new Q4/5 Recommendations and Supplements were missing, and this was raised to TSB-SG5.

Working Party 2/5 - Environment, Energy Efficiency and the Circular Economy

Working Party 2 has made significant progress and achieved the following key outcomes:

6/5: Environmental efficiency of digital technologies

The Co-Rapporteurs of Q6/5 (Ms Silvia Giannubilo/Mr Stefano Nativi) opened the meeting and presented the draft agenda contained in TD1946-R4, which was approved with modifications.

All ten Contributions were reviewed and the documents under study were improved based on the Contributions received. Six incoming Liaisons were reviewed and discussed in detail; no outgoing liaison statements were approved.

FG-AI4EE had submitted two deliverables for consideration by Q6/5. Based on the input received during the Q6/5 discussion, two A.13 Justifications were created (TD2171 and TD2172), in order to start work items that will create supplements to be agreed next year.

Four new Work Items including: L.NCIe “network carbon intensity", L.Suppl.gcai “FG-AI4EE D.WG3-01 – Guidelines on the Implementation of Eco-friendly Criteria for AI and other Emerging Technologies", L.Suppl.cdep “FG-AI4EE D.WG2-02 – Computer processing, data management and energy perspective",  and L.Sup.EMUE “Energy related mobile end-user experience".

During the WP2/5 closing plenary, it was decided that the new work item draft Supplement L.Sup.EMUE “Energy related mobile end-user experience" will be proposed to ETSI TC EE as a technical-aligned deliverable,​ and a liaison statement was prepared and approved during the WP2/5 closing plenary.

The report of Q6/5 meeting is contained in TD1996-R1.

Q7/5: E-waste, circular economy and sustainable supply chain management

The Co-Rapporteurs of Q7/5 (Ms Nevine Tewfik/Mr Leandro Navarro) opened the meeting and presented the draft agenda contained in TD1947-R3, which was approved without modifications.

Q7/5 received a total of 19 Contributions for the following eight work items, in ​addition to Contributions to open new work items​:  ​

​All Contributions were discussed during the Q7/5 sessions.  Experts agreed to submit the final documents of draft Recommendations ITU-T L.SM_Batteries “Sustainable Management of Batteries" as contained in TD2094-R1; ITU-T L.TWS “Method for Evaluation of the Environmental and Safety Performance of True Wireless Stereo Headphones" as contained in TD2168-R1 and L.ewaste-base_station “Scheduled Waste Management for Base Station (inclusive of e-waste)" as contained in TD2164-R1 for consent at SG5 meeting.

Six new work items were agreed upon by experts and the relevant A.1 and A.13 forms were prepared and reviewed.  A presentation on “Introduction to Digital Product Passport from the European Commission", as contained in TD2082, was delivered by Mr Ilias Iakovidis. Taking into consideration the discussions held during this presentation and those presentations delivered during the WP2/5 Opening Plenary, a proposal was made to revise Recommendation ITU-T L.1031 “Guideline for achieving the e-waste targets of the Connect 2030 Agenda" to reflect developments in the e-waste sector as contained in TD2163-R1.

Four incoming liaisons were discussed and the replies to them were prepared by Q7/5, in addition to outgoing liaisons initiated by Q7/5 to relevant standardization bodies.

All work items discussed during the meeting were updated with recent developments and new content.  New baseline documents were developed for all work items.

Q7/5 successfully concluded the AAP discussion for draft Recommendation ITU-T L.1050 “Methodology to identify the key equipment in order to assess the environmental impact and e-waste generation of different network architectures".  During the session, comments received from Ericsson were reviewed and discussed.  A consensus was reached on the amendments.  Experts sent the additional review text based on the agreed changes, found in TD2160.

Q9/5: Climate change and assessment of digital technologies in the framework of the Sustainable Development Goals (SDGs) and the Paris Agreement

The Co-Rapporteurs of Q9/5 (Mr Jean Manuel Canet/ Ms Pernilla Bergmark) opened the meeting and presented the draft agenda contained in TD1949-R1, which was approved with modifications.

No Recommendations were proposed for consent, but good progress was made for draft Recommendations ITU-T L.Enablement “Assessment of GHG emissions reductions enabled by ICT services in support of the Net Zero transition" (outcome reflected in TD2116-R1) and ITU-T L.VirtualMeetings “Methodology for estimating GHG emissions in the frame of virtual meetings and events" (outcome reflected in TD 2104-R1).

With regard to these two work items, formal discussions took place with two invited experts, Dr Bieser and Dr Coroama. The outcome of the discussions was noted in the aforementioned TDs and will be considered in the continued development of the Recommendations. In particular, the discussion elaborated on the rebound effect and on the complexities and need for a systemic view on the environmental impacts of ICT.

Ten new work items were agreed including new work items on the assessment of ICT organizations' footprints on biodiversity, and of the GHG emissions of specific products and installations. Other new work items include guidance on setting up a database for the carbon footprint of the ICT sector and the development of intensity indicators for GHG emissions of operators. It was also agreed to revise Recommendations ITU-T L.1420 “Methodology for energy consumption and greenhouse gas emissions impact assessment of information and communication technologies in organizations" on organizational GHG emissions assessment in particular with regards to scope 3 on emissions, and ITU-T L.1471 “Guidance and criteria for information and communication technology organizations on setting Net Zero targets and strategies" for further alignment with SBTi. Information on the new work items is available in the updated work programme.

Following a proposal from WP2/5 Chairman Paolo Gemma, as contained in TD2086, it was agreed that it would be ideal to establish a formal relationship between SG5 (in particular Q9/5) and the European Green Digital Coalition (EGDC) which has a strong interest in Q9/5 deliverables. Co-Rapporteurs will reach out to TSB for the next steps and explore how this collaboration could be established.

11/5: Climate change mitigation and smart energy solutions

The Co-Rapporteurs of Q11/5 (Ms Qi Shuguang/Mr Sangjin Jeong) opened the meeting and presented the draft agenda contained in TD1950-R3, which was approved with modifications.

All six contributions were reviewed and the documents under study were improved based on the contributions received. Eleven incoming Liaisons were discussed in detail and two outgoing Liaison Statements were prepared.

Based on the discussion, four new work items regarding the decarbonization of base station sites, data centres and telecommunication rooms, industrial parks and smart city were initiated. Specifically, the new work items are: draft Recommendation ITU-T L.MM&BP_IP “Measurement methodology and Best Practices for decarbonization of Industrial Park in support of Net Zero"; ITU-T L.MM&BP_BS “Measurement methodology and Best Practices for decarbonization of Base Station sites in support of Net Zero"; ITU-T L.MM&BP_DC “Measurement methodology and Best Practices for decarbonization of Data Center and Telecommunication Room in support of Net Zero"; and ITU-T L.BP_SC “Best Practices for decarbonization of Smart City in support of Net Zero".

Draft Recommendations ITU-T L.ESE “Evaluation method of safety operations and energy saving for power supply system in telecommunication room/building", ITU-T L.10kVAC_up to 400VDC “Specifications of 10kV AC input and up to 400VDC output integrated power system in data centre and telecommunication room" and ITU-T L.PSU_for server “Methodologies for evaluating the functionality and performance of power supply unit configured for servers" were progressed.

12/5: Adaptation to climate change through sustainable and resilient digital technologies

The Co-Rapporteurs of Q12/5 (Messrs Claudio Bianco and Derick Khamali) opened the meeting and presented the draft agenda contained in TD1951-R1, which was approved with modifications.

The Q12/5 Team discussed the status of the Q12/5 in detail and held six sessions. Two Contributions were received and processed (C865-R1 and C901). Two TDs related to the Contributions received were generated as TD2128 and TD2167.

It was agreed that TD2128 will align the supplement to consolidate and update the past works on sustainability and adaptation to climate change while TD2167 will be discussed in upcoming online meetings and will be used to pinpoint critical sectors that will benefit from the deployment of Resilient Sustainable Digital Technologies.

The meeting also reviewed the Liaison Statements that were received for its attention and will include relevant information that could be used to advance the work of Q12/5.

13/5: Building circular and sustainable cities and communities​

The Rapporteur of Q13/5 (Mr Leonidas Anthopoulos) opened the meeting and presented the draft agenda contained in TD1952-R2, which was approved with modifications.

Q13/5 meeting reviewed the submitted Contributions and Liaison Statements and the following results were achieved.

A new work item has been agreed, draft Recommendation ITU-T L.FrameworkBIMSssc “Framework of Building Infrastructure Management System for Sustainable City", based on the output document TD2103-R2. The aim will be to define the framework of building infrastructure management system that improves the sustainability of the city, particularly buildings as a city asset.

Progress was made on the draft Supplement, ITU-T Suppl. Definitions_CC on “Definitions and Recent Trends in Circular Cities" based on Contribution C892 and the output document TD2101-R2; Q13/5 experts agreed to send for agreement this draft Supplement to WP2/5.

Progress was also made on draft Recommendation ITU-T L.FUB on “Development framework for bioeconomy for cities and communities " based on Contribution C893 and the output document TD2102-R2; Q13/5 experts agreed to continue working on this work item.

Focus Group on “Environmental Efficiency for Artificial Intelligence and other Emerging Technologies" (FG-AI4EE)

The FG-AI4EE Co-chairman, Mr Paolo Gemma, presented the progress report of the FG-AI4EE as contained in TD2018.

The fourth meeting of the Focus Group was held virtually on 21 October 2021 and was attended by 62 participants. The Focus Group meeting was preceded by an ITU webinar on "AI for environmental sustainability", organized on the margins of the AI for Good Global Summit.

The FG-AI4EE requested ITU-T SG5 for a one-year extension, to last until December 2022. This request was approved by ITU-T SG5.

As outcome of the 4th FG-AI4EE meeting, the FG-AI4EE submitted four deliverables to ITU-T Study Group 5 (TD1980). The deliverables have been processed as follows:
