ITU-T L.1440建议书就在城市层面进行信息通信技术（ICT）环评给出了总体指南并描述了用于评定ICT城市环境影响的方法。 在第一版建议书中，评定仅限于能耗和温室气体（GHG）排放。
本建议书分两个部分：
• 第一部分涉及在城市的组织和家庭中使用ICT物品和网络的主要影响。
• 第二部分涉及在城市实施ICT项目和服务产生的主要和次要影响。
