ITU-T L.1320号建议书含有评估电信和数据中心电力和冷却设备能效所必需的量度、测试程序、方法和测量轮廓的定义。在今后ITU-T相关建议书中将制定更详细的测量程序和规范。量度和测量方法的定义用于电力设备、交流（AC）电馈电设备（如，AC不间断电源（UPS），直流电（DC/AC转换器）、直流电馈电设备（如AC/DC整流器和DC/DC变换器）、太阳能设备、风力涡轮设备和燃料电池设备。
另外，量度和测量方法的定义还用于冷却设备，如，空调、室外风冷设备和热交换冷却设备。
