The Telecommunication Development Bureau (BDT) of the International Telecommunication Union (ITU) and the Telecom Regulatory Authority of India (TRAI) are jointly organizing the "ITU Asia-Pacific Regulators' Roundtable", from 30-31 March 2012 at The Westin Hyderabad Mindspace, Hyderabad, India.

ITU-Asia-Pacific Regulatorsí Roundtable (RR), 30-31 March 2012: 2nd Asia-Pacific Regulatorsí Roundtable has been designed for regulators with an objective to provide a neutral regional platform for regulatory bodies to share their views on urgent and emerging regulatory issues facing the ICT sector and foster regional cooperation and coordination mechanism with particular emphasis on creating enabling regulatory environment.

The meeting will be conducted in English only. Please register your interest as soon as possible but not later than 1 March 2012.

Regarding countries in the Asia-Pacific Region, ITU is pleased to inform you that we will provide one full fellowship to one participant duly authorized by the respective ITU Administrations from Least Developed Countries, and daily subsistence allowance (DSA) to one participant from Low-Income Developing Countries, subject to available budget and for full participation at this roundtable meeting. The last date for fellowship application is 1 March 2012.

  Objective: This session seeks to invite comments from the regulators to share their experiences and visions on prevailing regulatory issues in their countries especially on such issues as how they are gearing to address the challenge of converged/unified licensing in digital era at institutional, legislative and policy and regulatory levels to create an enabling regulatory environment that promotes competition, creates incentives for innovations and investments in ICT infrastructure and applications, and how they are to replicate the success stories of mobile growth into broadband with what kinds of regulatory initiatives?

Session Chair:

  Objective: This session aims to understand and brainstorm various economic implications of regulatory issues such as the demand and availability of spectrum to accommodate wireless broadband applications and services; the ways of effective use and allocation of spectrum especially considering the future needs as well as time frames for digital dividend through sharing the outcomes of ITU WRC 2012, especially regulatory implications on spectrum refarming; the ways of creating incentives for equitable and affordable access and suitable regulatory models for open access. The session will also cover forthcoming major ITU events shaping the future of regulations especially ITU WCIT 2012.

Session Chair:

  Objective: The session is to examine various stages of regulatory reforms with the emergence of liberalization and competition as well as the roles of the regulator in various developmental stages: e.g., How can the regulators address and adapt to the challenge of convergence in the digital era with newly emerging stakeholders dealing with the emerging issues of content regulation, and widening the mandate of ICT and broadband cutting across the sectors?; How can the regulators prepare for transition from technology-specific regulatory models to technology- neutral convergence models?; and How can the regulators encourage industries to provide more effective, creative and innovative technologies for affordable services to all regardless of locations, genders, ages and persons with disabilities etc.
