Installation, Operation and Use"
The International Telecommunication Union
Development Bureau (ITU-BDT) has developed a computer program to assist
administrations of developing countries to perform their spectrum management
responsibilities more effectively. This program is known as the Spectrum
Management System for Developing Countries (SMS4DC). SMS4DC is intended to be a
low-cost, entry-level spectrum management system; however, it is a very complex
software tool with many technical features and functions.
For successful installation and
operation of SMS4DC, the Administration should have in place existing legal,
regulatory and technical mechanisms for national spectrum management. Also,
while the system automates many of the technical processes, the final choice and
decision for the frequency assignment remains with the engineer. Therefore,
operating staff must have sufficient knowledge to understand the regulatory and
technical processes that are the operational core of SMS4DC and to interpret
correctly the results of the algorithms so that they can make good decisions.
In this connection, ITU in
support from the Ministry of Public Enterprises, Tourism and Communication,
Government of Fiji, is organising a 3-day training of basic
installation, operation and use of the SMS4DC from 25 to 27 June 2010 at the
University of the South Pacific (USP), Suva, Fiji Islands, The training will
provide principles of spectrum management and hands-on experience in the SMS4DC
which will use the newest version of the software i.e. SMS4DC version 3.0.
