ITU Regional Workshop on IMT |

The International Telecommunication Union (ITU)
organized the Regional Workshop on IMT on 7-8 June 2010 in Da Nang, Viet Nam.
The Workshop was kindly hosted by the Ministry of Information and Communication of the Socialist Republic of Viet Nam.
The Telecommunication Development Bureau (BDT) and the Radiocommunication Bureau (BR)
were collaborating in this Workshop, as well as
in the organization of the Eighth Meeting of Working Party 5D held on 9-16 June 2010, immediately following the Regional Workshop on IMT in the

SESSION 3: Policy,
Regulatory Framework for the Advancement of IMT
Background: The uniqueness as well as the variety of situations in developing countries relating to the technology and the development of existing
mobile networks implies the need for diverse and different strategies and policies toward IMT-2000 and beyond. This session aims at challenges that policy
makers and regulators face while considering the advancement of IMT in their respective countries. In order to promote investment in IMT networks and
services, regulators need to encourage enabling regulatory environment which lowers entry barriers, promotes competition and encourage investment
in infrastructure.

Aspects of IMT
Background: Installing new telecom infrastructure or upgrading existing networks is capital intensive. Large capital
expenditures are needed at the start and, just as important in developing a business case, there will be need to deal with legacy
installations and the economic realities of running a business: capital investment, operations and maintenance, maintaining and increasing
market share, etc.
There is a natural desire to have some degree of certainty that what is being deployed will serve for a long period of time, and not become
obsolete before the investment has been recouped. This is an especially important consideration for developing countries since they have
more limited financial resources plus many demands on those resources from other important and worthwhile sectors of their societies.
