Handbook on mainstreaming gender in digital policies

The Handbook on mainstreaming gender in digital policies is a first-of-its-kind guide that gives insights into how we can best support policy-making processes that advocate gender equality. It intends to be a practical tool for policy-makers on how to mainstream gender into current and future digital policies related to fostering connectivity, including areas such as access and adoption/use, public-private partnerships, and programme and project implementation.

It includes an actionable checklist for policy-makers that outlines the process of mainstreaming gender in digital policies, based on 27 practices analysed in this Handbook.

This Handbook serves as an important tool to help us develop policies and solutions and puts gender equality at the centre, rather than on the side-lines, of policy making.

The handbook is currently available in Arabic, Chinese, English, French and Spanish.

Online workshops on the ITU Handbook on mainstreaming gender in digital policies


Following the launch of the Handbook on mainstreaming gender in digital policies in March 2023, ITU's Telecommunication Development Bureau (BDT) organized three online workshops to provide practical guidance and valuable insights designed for policymakers looking to ensure that gender-specific needs are taken into consideration in digital spaces.

How did the workshop empower participants?

  • Reflected awareness among practitioners on mainstreaming gender in digital policies.
  • Shared insights to help policymakers understand how to best influence policy making processes and advocate for gender equality.
  • Participants learned to use ITU’s Handbook on mainstreaming gender in digital policies and related tools to conduct national digital skills assessments, and for engagement and capacity development.
