JE SUIS ENTREPRENEUR (JSE) is a DR Congo GovTech NGO dedicated to eradicating extreme 
poverty through frugal innovation. At WSIS 2026, we are proud to showcase our flagship 
initiativep: HandiConnect, an oAline-first Digital Public Infrastructure (DPI). 
Currently, millions of rural Persons with Disabilities (PWDs) in the Global South face 
"Algorithmic Exclusion." Standard digital identities require smartphones, 4G, and complex 
biometrics, making them inaccessible to the ultra-poor. This prevents marginalized citizens 
from receiving life-saving state social funds. 
HandiConnect disrupts this barrier. We replace broadband with universally accessible USSD 
networks and substitute expensive biometric hardware with our proprietary AI Soundex 
algorithm. This phonetic AI accurately deduplicates registries via basic feature phones, 
creating secure, biometric-free KYC identities. 
Adopted by the DRC Presidency to operationalize the National Disability Fund (FONA-PVH), 
HandiConnect triggers secure Government-to-Person (G2P) mobile money transfers. Visit
