GUARDIAN: AI Governance for Sovereignty and Public Trust (from Policy to Practice)
The Cyber Institute is proud to present “GUARDIAN: AI Governance for Sovereignty and Public Trust”, a public-interest initiative designed to help governments, institutions, and international stakeholders move from high-level AI principles toward practical and trustworthy implementation. GUARDIAN addresses growing global concerns surrounding digital trust, governance fragmentation, cybersecurity resilience, and the responsible adoption of frontier technologies.
As AI adoption accelerates globally, governance systems are struggling to keep pace. Different AI systems increasingly interpret the same laws, policies, and governance frameworks differently across linguistic, cultural, and geopolitical contexts, creating risks for sovereignty, public trust, and international coordination. GUARDIAN was developed to help integrate governance directly into AI innovation ecosystems so that governance can accelerate trusted national-scale adoption while preserving sovereignty and enabling international cooperation.
The Cyber Institute is a United Nations ECOSOC-accredited civil society organization and ITU-D Sector Member focused on cybersecurity, emerging technology governance, digital trust, and responsible artificial intelligence implementation. Through international partnerships, policy research, capacity-building initiatives, and multistakeholder collaboration, the organization works to advance trustworthy and human-centered approaches to cybersecurity and frontier technology governance aligned with global public-interest objectives.
