Ms. Zhour FLISSI has been a Member of the Board of the Regulatory Authority of Post and Electronic Communications (ARPCE) since July 2023, following her appointment by Presidential Decree. A legal professional by training, she has more than twenty years of experience in business law, telecommunications regulation, legal governance, and litigation.
She holds a Bachelor's Degree in Law, a Certificate of Aptitude for the Legal Profession (CAPA), and a Master's Degree (Magister) in Private Law. She is currently pursuing doctoral research focusing on legal aspects of the telecommunications sector.
Throughout her professional career, Ms. FLISSI has held several senior positions within ATM Mobilis, particularly in the areas of regulation, telecommunications policy, and legal affairs. In 2016, she joined Algerie Telecom Satellite (ATS), where she first served as Legal Advisor to the Chief Executive Officer before being appointed Director of Legal Affairs and Litigation, a position she held until 2023.
In parallel with her professional responsibilities, she lectured at the National Higher School of
Management (ENSM) in Koléa from 2017 to 2018.
As a Member of the ARPCE Board, Ms. FLISSI contributes to the development of the Authority’s strategic orientations and to the strengthening of the regulatory framework governing the postal and electronic communications sectors in Algeria.
David Vicente Ninou – Director of Andorra Digital – Government of Andorra
With over 25 years of experience leading strategic and business transformation projects within the public and private sectors, particularly in the media and telecommunications industries, where the last ten years have been focused on digital transformation programs. He holds a degree in computer engineering and has completed executive training at various prestigious business schools such as ESADE, Santa Clara University (USA), IESE, and La Salle.
Currently, he is the Director of Andorra Digital – Government of Andorra – previously served as the Director of the Digital Transformation Program at Andorra Telecom and Interim Director of the Actuatech Foundation, developing the Smart Country Master Plan for Andorra.

Philip Marnick is the General Director of the Telecommunications Regulatory Authority (TRA). He was appointed early January 2022 by the Members of the Board, to assume the position, paving the way for a more effective regulatory framework by continuing the evolution of the telecom sector liberalization.
Mr. Marnick leads the TRA, including the development of consumer protection initiatives and resolving disputes. The TRA develops regulatory rules that promote competition, innovation, and investment in broadband services and facilities, as well as developing a more comprehensive and competitive framework that aligns with international best practices. Ensuring that Bahrain remains a center of innovation and that its telecommunications sector serves everyone while supporting Bahrain’s strategic objectives.
Before assuming his role at the TRA, Philip managed and directed at Ofcom in the UK, where he was the Group Director of Spectrum responsible for all aspects of UK national and international spectrum management – from strategy to delivery including awards, clearance and enforcement.
Mr. Marnick has worked in the telecommunications sector for over 30 years. He has served as a senior executive in technology, operations, and strategy. Mr. Marnick has worked in both start-ups (from inception to sale) and major corporations, in firms such as UK Broadband, O2, Orange, BT, J-Phone in Japan (now Softbank Mobile), Extreme Mobile, and SpinVox (now Nuance).
From analogue to 5G, he has engaged across every mobile generation. Throughout his carrier he has been at the forefront of industry developments – in both fixed and mobile. He has collaborated on the first deployments of mobile networks utilizing new technologies and standards, this has also included innovative products such as the first camera phone and photo messaging service, as well as mobile internet and hosted voice services.
Draško Milinović was born on October 9th, 1974 in Prijedor. He acquired the title of graduate journalist at the Faculty of Philosophy in Banja Luka. In the period from 1997 to 2006, he worked as an editor and host on several local radio stations in Prijedor, and in several editorial offices of the Radio -Television of Republika Srpska (RTRS). Following that, until 2014, he performed the duty of Public Relations Advisor to the President of Republika Srpska, the Head of the Cabinet of the President of Republika Srpska and the Head of the Cabinet of the Prime Minister of Republika Srpska, when he took over the position of Director General of Radio-Television of Republika Srpska (RTRS), one of the Public Services in Bosnia and Herzegovina. He is the President of the Tennis Association of Republika Srpska.
Andrea Mamprim Grippa, current Head of the International Affairs Office of Anatel – Brazil is graduated in International Relations from the University of Brasília (UnB) and has a postgraduate degree in Telecommunications Management from the Federal University of Rio de Janeiro. Since 2007, she has been working at the International Affairs Office of Anatel with focus on international cooperation in telecommunications/ICTs, especially with regional telecommunications associations and organizations, such as the Inter-American Telecommunications Commission (CITEL) – COM/CITEL and PCCI, Latin American Forum of Telecommunications Regulators (REGULATEL), Association of Telecommunications Regulators of Portuguese Speaking Countries (ARCTEL) and Sub-Working Group 1 (SGT-1) of Mercosur.
During the ITU Plenipotentiary Conference in Bucharest, Romania, in 2022, she chaired the Working Group for the revision of Resolution 70, which aims to promote gender equality and empower women and girls through ICTs. She currently serves as Coordinator of the Com/Citel Working Group on Gender Equality and Youth Empowerment. At the bilateral level, she has been working with regulators worldwide in technical cooperation activities and exchange of regulatory information.
She also holds the position of one of Vice -Chair of the TDAG (ITU-D) 2026-2029 for the Americas region and Chair of the TDAG Working Group for streamlining Resolutions for the next World Telecommunication Development Conference (WTDC-29).
She began her work activities in the ITU Regional Office for the Americas, in addition to having worked at Telemig/Telenorte Participações (telecommunication holding company in post-privatization in Brazil), in the International Department of the National Electric Energy Agency (ANEEL) and in the international area of the Federal Engineering Council (CONFEA).
She is fluent in Portuguese, English and Spanish, with knowledge of French and Italian.
Education
Lawyer from Universidad Externado de Colombia, with a Specialization in Contract Law and Negotiable Legal Relations from the same university. He also holds an Executive MBA (Cum Laude) from Prime Business School at Universidad Sergio Arboleda.
Professional Experience
Mr. Gutiérrez Afanador has extensive experience in both the public and private sectors, holding legal, administrative, and senior management roles. In the public sector, he has worked with the Ministry of Information and Communications Technologies of Colombia, the Ministry of Transport of Colombia – Instituto Nacional de Vías (INVIAS), the Federación Nacional de Departamentos, and the Agencia de Desarrollo Rural.
In the private sector, he served as General Secretary of ETB and as legal advisor to Telefónica Data, Rhayuela Films, and the Embassy of France in Colombia. He has also been a member of the boards of CINTEL, Colvatel S.A., and Skynet de Colombia S.A.

Eng. Mohamed Shamroukh is the Executive President of the National Telecommunications Regulatory Authority of Egypt (NTRA) after being appointed to hold that post by Eng. Amr Talaat, Minister of Communications and Information Technology, on April 15, 2024.
Eng. Shamroukh was the Senior Vice President of Telecom Egypt for financial affairs and prior to that, he had been a board member in Telecom Egypt, representing the Government, in March 2016. His massive experience in the executive management of Telecom Egypt comes up to more than 20 years, namely in technical, operational, strategic and financial areas within the organization. It’s worth noting that Eng. Shamroukh started his career in 2002 as a network engineer before becoming a general operations manager in 2007. He also got promoted across various leading roles in Telecom Egypt, heading the strategic sector from 2009 through 2013 and the financial sectors in 2013, prior to becoming Senior Vice President for Financial Affairs in 2017.
Being a major board member, Eng. Shamroukh’s contribution to set out and develop the financial strategy of Telecom Egypt to adapt with the organization’s fully-fledged transformation, cannot go unnoticed. His efforts vastly helped the organization to become highly valued and ongoingly expand in all fields.
Furthermore, Eng. Shamroukh took a major part in maximizing the utilization of the organization’s investing assets, securing future revenues as well as restructuring and reinforcing financial operations to become more flexible and cope with the ongoing developments. His efforts also contributed to enhance the organization’s capital to achieve agility and encounter challenges at the financial level. He also established procedures to support and save operational costs, and consequently launch cost-rationalization initiatives.
Moreover, Eng. Shamroukh also contributed to establish the organization’s strategy, as he played a major role in devising the first long-term strategy for Telecom Egypt as well as an action plan for the organization including the license to provide mobile services.
Eng. Shamroukh also represented Telecom Egypt in the board of many companies such as “Vodafone Egypt”, “WE Data” and “Xceed.”
So as to be mentioned, Eng. Shamroukh holds an MBA Degree from IESE and a Bachelor Degree in Electronic Engineering and Electrical Telecommunications from Cairo University.
Monsieur Célestin KADJIDJA est un ingénieur en Informatique, avec 30 ans d’expérience dans le domaine des réseaux et management des systèmes d’information, ce dans les secteurs bancaire, transport aérien et la sécurité sociale.
Initialement, il a été formé à l’Ecole d’Ingénieur de Constance en Allemagne après ses études secondaires au Lycée National Léon MBA de Libreville au Gabon.
Il commence sa carrière professionnelle au début des années 1990 dans le secteur bancaire. Par la suite, il intègre le domaine du transport aérien, puis le secteur de la Santé en pilotant des projets informatique et télécom dans le domaine de la Sécurité sociale.
Durant son parcours, il a occupé différentes fonctions, à savoir :
· Chef de Projet à la Direction informatique de la Banque BICIG, Groupe BNP-Paribas ;
· Directeur Adjoint de la Monétique à la BICIG, Groupe BNP-Paribas ;
· Directeur Informatique et Télécommunications au sein de la Compagnie aérienne nationale, Air-Gabon ;
· Directeur des Systèmes d’information de la Caisse Nationale de Sécurité Sociale (CNSS) du Gabon ;
· Conseiller technique en Systèmes d’information du Directeur Général de la CNSS ;
· Conseiller technique en Sécurité des Systèmes d’information du Directeur Général de la CNSS.
En août 2023, il est nommé Président du Conseil de régulation de l’ARCEP Gabon par le Général de Brigade, Brice Clotaire OLIGUI NGUEMA, Président de la Transition, Chef de l’Etat, Président de la République gabonaise.
Pour ce poste, une feuille de route avec des axes de travail ci-après lui a été confiée :
· Amélioration de la Gouvernance de l’ARCEP ;
· Accélération du développement du service universel ;
· Optimisation de la Gestion des ressources en fréquence ;
· Assainissement des finances de l’Institution.
Ces directives constituent les ligne directrices de l’action managériale de Monsieur Célestin KADJIDJA depuis sa prise de fonction effective le 5 octobre 2023.
Dr. Njogou Lamin Bah is a seasoned public servant and senior government official, widely
recognized for his outstanding contributions to public administration and national governance in
The Gambia. With a career spanning over two decades in the civil service, Dr. Bah has held a series
of high-profile and impactful roles within the Government of The Gambia.
He served with distinction on multiple occasions as Secretary General and Head of the Civil
Service, the highest-ranking position in the public service, as well as Minister for Presidential
Affairs, overseeing executive coordination and the implementation of key government priorities.
His leadership was instrumental in strengthening institutional performance and advancing public
sector reform.
Dr. Bah has also held several significant cabinet portfolios, including Minister of Works,
Construction and Infrastructure, Minister of Information and Communication Infrastructure, and
Minister of Petroleum and Energy. These roles reflect his broad expertise in infrastructure,
governance, and national development.
In addition to his ministerial responsibilities, Dr. Bah held several senior administrative positions,
including Secretary to Cabinet, Permanent Secretary 1 at the Office of the President, Deputy
Permanent Secretary, Principal Assistant Secretary, and Senior Assistant Secretary. His progressive
rise through the ranks is a testament to his professionalism, competence, and commitment to
service.
Dr. Bah is a highly accomplished and multilingual professional. He holds a Doctorate in Public
Administration from Rochville University, USA, a Master’s Degree in Public Administration and
a Bachelor’s Degree in Business Administration from Lexington University, USA, and a Bachelor
of Arts in Linguistics from Sidi Muhammed Ben Abdallah University in Fez, Morocco. He is also
an alumnus of Gambia High School, where he completed his secondary education.
In recognition of his exceptional service to the nation, Dr. Bah was awarded the Medal of the
Republic of the Gambial (RGM) in 2008. One of the country’s highest national honours.
Fluent in English and proficient in French, Spanish, and Arabic, Dr. Bah brings a global perspective
to governance, diplomacy, and policy development. His distinguished career continues to inspire
a generation of public servants in The Gambia and beyond.

Professor Dimitrios Varoutas has been appointed Chair of the Hellenic Telecommunications & Post Commission (EETT) in May 2026.
He served as Vice Chair for Electronic Communications of EETT from February 2020 to April 2026. He also served as Deputy Vice President and Member of the Plenary of the Hellenic Authority for Communication Security and Privacy (ADAE) from 2007 to 2016 (Jan.).
He is Professor at the Department of Informatics and Telecommunications of the National and Kapodistrian University of Athens (NKUA), where he has taught since 2005. He holds a Jean Monnet Chair in European Digital Policies, awarded by the European Union (EU) in 2025.
In the context of his academic role, he has participated in research and development projects funded by the EU or national resources from 1993 to the present. He has also coordinated and contributed to projects addressing techno-economic and regulatory issues related to fixed broadband and mobile networks on behalf of the Greek Government and other public bodies, including the EETT.
His academic expertise and research focus on electronic communications, technoeconomic analysis of networks and services, and also regulatory issues concerning Information and Communication Technology (ICT) infrastructures areas. He has authored more than 170 publications in peer-reviewed journals and conferences. He is also member of the scientific committees of journals and conferences and speaker in international organizations on topics related to broadband network development and electronic communications policy. He is a Senior Member of the Institute of Electrical and Electronics Engineers (IEEE).
Professor Dimitrios Varoutas holds a degree in Physics, an MSc in Electronics and Radio Engineering and a PhD in the design and techno-economic evaluation of optoelectronic systems from NKUA.
Monsieur Huguens PREVILON occupait le poste de Directeur de la Direction des Etudes Economiques et du Marché (DEEM) lorsqu’il a été nommé au poste de Directeur Général de l’Organe Exécutif du Conseil National des Télécommunications (CONATEL) par le Conseil Présidentiel de Transition (CPT), le 17 février 2025.
Il a été Consultant pour plusieurs entreprises privées réalisant des enquêtes et des études économiques ainsi que la mise en place de systèmes informatiques (2010-2023). Il jouit d’une longue carrière au CONATEL, car il a été Chef de Section puis Chef de Service à la Direction de Prospectives et des Affaires Économiques chargé de la gestion des dossiers liés aux tarifs et coûts d’interconnexion, études de marché et analyses économiques (Janvier 2012 - Février 2018). De Mars 2018 à Octobre 2019, il a été Directeur de l’Unité de Promotion des TIC et d’Appui à l’Innovation, impliqué dans la mise en œuvre, l’évaluation et le suivi des projets de développement des TIC. A partir d’octobre 2019, il a occupé le poste de Directeur à la Direction du Service Universel chargé de la planification et de la mise en œuvre de programmes d’aménagement universel (mise en place de laboratoires informatiques, appui structurel et formation).
Durant son parcours d’études, Monsieur Huguens PREVILON a obtenu un Master en Management de l’Organisation de la Net-Economie (Université de Picardie Jules Verne, France, 2013-2014), un Master en Économie des Télécommunications (Université Nationale d’Éducation à Distance, UNED, Espagne, 2012-2013), un diplôme en Génie Électronique (Faculté des Sciences, Université d’État d’Haïti, 2002-2007), un Diplôme en Sciences Économiques (Faculté de Droit et des Sciences Économiques, Université d’État d’Haïti, 2003-2008), plus d’une dizaine de certificat de formation dont un certificat d’aptitude à l’enseignement des mathématiques et de la physique.
Au cours de sa carrière d’enseignant, Monsieur PREVILON a été Professeur de Mathématiques Appliquées et Financières, de Microéconomie, de Macroéconomie, d’Economie Monétaire, de Planification du Développement et d’informatique dans plusieurs universités du pays comme l’Université Notre-Dame d’Haïti (Faculté des Sciences Économiques Sociales et Politiques (FSESP)), l’Université de la Fondation Dr Aristide ainsi que dans d’autres institutions
universitaires du pays.
Durant sa carrière, il a participé à des dizaines d’événements nationaux et internationaux (colloques, conférences, ateliers de travail) et a assuré des dizaines de programmes de formation au profit des jeunes, des étudiants, des associations professionnelles et de développement en rapport à ses domaines d’expertise.
Shri Anil Kumar Lahoti, Chairman, Telecom Regulatory Authority of India (TRAI) is an
officer of the Indian Railway Service of Engineers from the 1984 batch. He had superannuated as
Chairman & CEO, Railway Board on 31st August 2023 after a career spanning about 37 years
Indian Railway. He is a graduate in Civil Engineering from Madhav Institute of Technology and
Science, Gwalior, with gold medal and has master’s degree in engineering (Structures) from IIT
Roorkee. He has worked in various positions in the Central, Northern, North Central, Western, and
West Central Railway, as well as in the Railway Board.
Besides Chairman & CEO, Railway Board, some of the important positions held by Shri
Anil Kumar Lahoti include Member Infrastructure, Railway Board, General Manager of Central
Railway and Western Railway, Divisional Railway Manager, Lucknow, Northern Railway, Chief
Administrative Officer (Construction), Northern Railway and Executive Director, Railway Board.
Post his retirement, Ministry of Railway had appointed him to a One-Man Expert Committee for
improvement in inspection and maintenance of track. In December 2023, Gati Shakti
Vishvavidyalaya, Vadodara, a Central University appointed him as a Distinguished Visiting
Professor.
His expertise includes railway operations, track maintenance, project execution and station
redevelopment. During his illustrious career, Shri Lahoti initiated several reforms in execution of
infrastructure projects and took several initiatives to modernize and mechanize track maintenance
on Indian Railways. During his stints as CRB & CEO, GM and DRM, he brought about significant
improvement in freight transport performance and took several customer friendly initiatives to
improve the quality of service and ease the customer interface. He has also extensively contributed
to planning and structuring of station redevelopment projects in various positions served by him.
Shri Lahoti has travelled to various countries in Europe, North America, Asia, and Australia
in connection with official assignments. He has undertaken executive training programmes at
Carnegie Mellon University, Pittsburgh, USA, SDA Bocconi Business School, Milan, Italy and
Indian School of Business, Hyderabad.
He was born to Freedom Fighter Late Shri Ratan Lal Lahoti and Late Smt. Kanchan Devi
Lahoti at Guna, M.P. and is the younger brother of former Chief Justice of India Late Justice R.C.
Lahoti. His wife is a homemaker and his son is a working professional in Bangaluru.
Ms. Lara Mohammad ElKhateeb was appointed Chairperson of the Board of Commissioners at the Telecommunications Regulatory Commission (TRC) by a decision of the Council of Ministers on 21 September 2025.
She holds a Bachelor’s degree in Law from the University of Jordan and a Master’s degree in International Business Law. Ms. ElKhateeb brings extensive experience in legal and regulatory affairs, government relations, policy development, and public–private partnerships. She has served as Chief Executive Officer for Legal, Regulatory, and Government Affairs at Umniah Mobile Company, providing strategic guidance on regulatory compliance, licensing, data protection, and corporate governance.
She has also served as a Board Member of the Jordanian Student Support Fund under the Ministry of Education.
A strong advocate for women’s economic and political empowerment, Ms. ElKhateeb contributes actively through her roles on the boards of several profit and non-profit organizations. She currently serves as a member of the Jordanian Women’s Committees Union and as a Board Member of “Little Curious Minds,” an initiative under Save the Children, demonstrating her commitment to community development and early childhood education.
Mr. David Mugonyi is the Director General and Chief Executive Officer of the Communications Authority of Kenya (CA). He assumed office on January 15th, 2024.
Mr. Mugonyi has over 20 years of experience in leadership roles spanning public service, media, and strategic communications.
Prior to his appointment, Mr. Mugonyi served in various capacities, including leading strategic communications for the Government of Kenya for over a decade.
As the Head of the Presidential Communications Service, he played a pivotal role as the primary advisor on communications, perception and reputation management at the highest level in the Republic of Kenya.
Mr. Mugonyi had a stellar career in the media, starting as a reporter and rising through the ranks to senior editorial roles at Kenya's leading media house, the Nation Media Group.
In recognition of his distinguished service to the nation, Mr. Mugonyi was feted with the Elder of the Order of the Burning Spear (EBS) award by the President of Kenya, H.E Uhuru Kenyatta, in 2016.
He holds a Masters Degree in International Journalism from City University in the United Kingdom, a Bachelors Degree in Education from the University of Nairobi and a Postgraduate Diploma in Mass Communication from the same institution.
Hon. Clarence Massaquoi: The Chairperson of the LTA is a public policy practitioner with private-sector experience. He is a former two-term Member of the Honorable House of Representatives, representing District #3, Lofa County. He chaired the House committee on Contract, Monopoly, and Public Procurement in the 53rd Legislature and also chaired the Committee on Investment in the 54th Legislature. He also represented Liberia at the ECOWAS Parliament. Before coming to the Legislature, the Honorable Massaquoi served as Regional Director of Pentecostal Mission Unlimited (PMU)-Liberia, a small NGO that he helped grow into a nationally recognized institution. His work with PMU is credited with elections to the Legislature. The Chairperson heads the Department of Administration, Operations and Legal at the LTA.

President, General Authority for Communications and Informatics – Libya
His Excellency Eng. Abdulbaset Al-Baour is the President of the General Authority for
Communications and Informatics (GACI) of Libya, where he leads the national digital
transformation agenda, telecom sector development, and the modernization of digital
government services. He also chairs several national high-level committees, including:
• the National Committee for Digital Transformation,
• the National Strategy Committee for Artificial Intelligence,
• the National Data Governance Committee, and

Abdul Karim Fakir bin Ali has over 30 years of experience in the telecommunications sector, spanning mobile, fixed, and international domains, with leadership roles across Malaysia and Southeast Asia. He held key positions at Maxis, Digi, and DTAC Thailand from 1994 to 2013, where he led major network deployments and regional collaborations.
From 2014 to 2025, he served as Chief Technology Strategy Officer and Chief Network Officer at Maxis, where he drove national mobile coverage initiatives and industry-wide cooperation frameworks, contributing significantly to Malaysia’s digital connectivity landscape.
Since July 2025, he has been the Managing Director of the Malaysian Communications and Multimedia Commission (MCMC), where he plays an active role in shaping Malaysia’s digital regulatory agenda and advancing international regulatory cooperation.
He is an active participant in global digital and regulatory forums, representing Malaysia in high-level discussions on digital transformation, connectivity, and emerging technologies. His recent engagements include speaking at the Global Symposium for Regulators (GSR-25 and GSR-26), where he contributed to discussions on inclusive digital ecosystems and regulatory frameworks for safe and meaningful digital markets. He has also participated in the APEC Global Digital and AI Forum 2025, sharing Malaysia’s progress in connectivity, digital inclusion, cybersecurity, and regional cooperation, as well as the Mobile World Congress (MWC) Doha 2025, where he contributed to dialogues on spectrum policy, digital investment, and cybersecurity.
He holds a First-Class Honours degree in Electrical Engineering from the University of Malaya and has received several prestigious academic awards.
Mr Tassarajen Pillay Chedumbrum is an Attorney at Law who has been practicing since 1987. He has served as Minister of Information and Communication Technology of the Republic of Mauritius between 2010 and 2014.
Mr Chedumrum is now the Chairman of the Information and Communication Technologies Authority, the regulatory authority of Mauritius for the ICT sector.
He is also the Chairman of the Commonwealth Telecommunication Organization and the Vice Chairman of the Communications Regulators’ Association of Southern Africa since April 2026.
Mr. Adam Caldwell is the Deputy Chief Executive of the Telecommunication Regulation Authority of the Federated States of Micronesia (FSM). His work focuses on telecommunications regulation, digital policy, strategic thinking, and the institutional conditions that support connectivity and digital development in small island states.
He has previously held senior public service roles in the Federated States of Micronesia, including Acting Assistant Secretary of Justice for Cybersecurity and Intelligence, Deputy Assistant Secretary of Foreign Affairs for Information and Research, and Head of the FSM National Central Bureau of INTERPOL. Across these roles, he has worked at the intersection of regulation, governance, cybersecurity, and public policy.
Mr. Caldwell is a PhD candidate at the University of Melbourne, where his research examines the development of strategic-level national cybersecurity policy, with expected completion in October 2027. He holds a Juris Master degree from Florida State University focused on cybersecurity, privacy, and law, a Master of Media and Creative Technologies from the University of Waikato in New Zealand, and a Bachelor of Applied Science in Computer Networking from the University of Hawaiʻi at West Oʻahu.
Dr Milan B. Radulović was born in Nikšić, Montenegro. He received his B.Sc. (study program: Electronics) and M.Sc. (study program: Robotics and Artificial Intelligence) in Electrical Engineering from the University of Montenegro, Montenegro. He received his Ph.D. (research field: Computer Architecture) in Electrical Engineering from the University of Belgrade, Serbia.
He was previously with the University of Montenegro, for over a decade where he was involved both in teaching process and many research and development projects (robotics and artificial intelligence, electronics, telecommunications, computer networks, software development, database, and real-time control systems) at the Faculty of Electrical Engineering and University Computer Centre. Also, he was with the University Mediterranean, Montenegro, as a part-time assistant at the Faculty of Information Technology and Faculty of Economics and Business.
He was with Crnogorski Telekom A.D. (member of Deutsche Telekom Group) and Ericsson AB Stockholm Montenegro, for almost two decades, working as RAN/CORE engineer and Voice CORE team leader, respectively. He was involved in operation and maintenance, and development of radio and switching systems for the fixed and mobile network for two national operators, Crnogorski Telekom and m:tel.
He was included in several research projects as Visiting Research Fellow at the Universities abroad such as University of Warwick (UK), University of Granada (Spain), University of Siena (Italy), and EPFL (Switzerland). His current research interests are mainly in electronics, telecommunications, robotics and artificial intelligence, computer architecture (especially chip multiprocessor systems with thread-level speculation support), coherence and speculation protocols, transactional memory, compilers, parallel programming, and real-time system control. In these areas, he published papers in international scientific journals, books, and proceedings of international and domestic conferences. He is the member of HiPEAC (European Network of Excellence on High Performance and Embedded Architecture and Compilation) group.
For the results achieved during his education, work career and scientific research activities, he received several awards from educational institutions, then, from the Municipality of Nikšić, and from the companies he worked with, as well as from domestic and international scientific research institutions and organizations.
On April 18, 2024, he was appointed President of the Council of the Agency for Electronic Communications and Postal Services.
On October 2 and 3, 2025, he was appointed as BEREC Vice-Chair 2026 and IRG Vice-Chair 2026, respectively
He has active knowledge of English, Italian and Spanish, and passive from German and Greek languages.

Dr. Maida’s career includes significant contributions to leading global organizations such as British Telecom, Cisco Systems, and EE Ltd. He was also a pioneering engineering team member at UbiquiSys Ltd, a groundbreaking small-cell technology startup acquired by Cisco Systems in 2013.
Prior to his current role, Dr. Maida was the Executive Director of Technology and Operations at the Nigeria Inter-Bank Settlement Systems PLC (NIBSS). There, he spearheaded the modernization of Nigeria’s central digital payments infrastructure, reinforcing its role as a critical enabler of the country’s financial ecosystem.
In November 2024, as CEO, NCC, Dr. Maida joined the International Institute of Communications (IIC) as a Board Director.
Dr. Maida holds a Ph.D. in Electrical and Electronic Engineering from the University of Bath, an MEng in Information Systems Engineering from Imperial College London, and a Postgraduate Diploma in Entrepreneurship from the Cambridge Judge Business School.
Ayesha Manzoor Wattoo is Director General Pakistan Electronic Media Regulatory Authority, which is Pakistan government’s entity working for media regulation with Ministry of Information and Broadcasting. Ayesha Manzoor Wattoo, with her extensive experience of more than 17 years with government has been successful in implementing media code of conduct in Pakistan, she has led successful campaigns to curb the spread of disinformation and fake news.
She has spoken and represented Pakistan on different national and international forums and conferences recently she has spoken and represented Pakistan at different forums International Defence Conference held at Abu Dhabi UAE, Tech Week Shanghai, Tech Week Singapore and World Data Conference at Malta. She is an active advocate of freedom of speech and expression provided that it doesn’t harm safety and security of her country and its people. She is an enthusiastic writer and her articles are published in national newspapers. She has written a book named “Petals In My Diary” in which she has highlighted lives and issues of a rural woman in Pakistan.
Karol Krzywicki was appointed as Deputy President of UKE with responsibility for the postal market by the Minister of Digital Affairs on 15 February 2017. At present, he deals with postal issues, consumer policy, as well as telecommunications market regulation and development.
From 2000 to 2003 Karol Krzywicki was an employee of the Ministry of Communications responsible for cooperation with courier and express operators. Since 2003 involved in the activity of the regulator for the telecommunications and postal markets. From 2005 to 2014 he was the head of Department of the Postal Market. From 2014 to 2016 he held the position of Deputy President of UKE.
Karol Krzywicki was a co-author of the Postal Law Act and executive regulations to that and other acts falling within the scope of the postal market. He holds a master degree in law from the Maria Curie-Skłodowska University in Lublin.
Sandra Maximiano, Chairwoman of ANACOM's Board of Directors since 15 December 2023, holds a PhD in Economics from the University of Amsterdam. She is an Associate Professor of Economics at ISEG - School of Economics & Management, University of Lisbon, where she is co-coordinator of XLAB - Behavioral Research Lab and of the Master's Degree in Economics program. She was previously an Assistant Professor at Purdue University and a Research Fellow at the University of Chicago in the United States. She has also taught at Amsterdam School of Economic, Católica Lisbon School of Business & Economics, Nova School of Business and Economics and Faculty of Law of the University of Coimbra.
Her academic research spans several areas: experimental and behavioral economics, organizational and labor economics, public policy, and information management. Her research explores issues related to social and moral preferences in individual decision making and in strategic and competitive environments, gender differences in economic decisions and the dynamics of information in competitive and co-operative situations. Maximiano primarily uses laboratory and field experiments to study human economic behavior and to collect data. Her work has been published in journals such as Review of Economic Studies, Economic Journal, Experimental Economics and Games and Economic Behavior. He is currently the Associate Editor of the Portuguese Economic Journal.
From 2006 to 2023, she was the author of opinion columns in the Portuguese press, most notably the column “A Economia somos nós” (The Economy is Us) in the Expresso newspaper.
Pavel Popescu serves as Vice President of the National Authority for Management and Regulation in Communications (ANCOM) in Romania, appointed by Parliament on October 10, 2023, for a six-year term. He oversees regulation of telecommunications, the electronic communications market, postal services, Digital Services Act compliance, cybersecurity and space cooperation.
Previously, he chaired the Defense and National Security Committee and served two terms as a Member of Parliament, while also holding a Vice President position in the National Liberal Party (PNL). During this time, he promoted Romania's legislation on 5G, cybersecurity and foreign direct investment (FDI). He promoted the first European law requiring telecom operators to remove Chinese equipment from networks, as well as Romania's FDI screening mechanism, modeled after the U.S. CFIUS process. He also backed $3 million in funding for the Victims of Communism Museum in Washington, D.C.
A supporter of NATO and transatlantic security, he has worked to address Chinese and Russian interference in Romania and Europe. He helped establish the Romanian National Cybersecurity Directorate (DNSC) and supported salary increases for its specialists. Recognized for his work in 5G, national security, cybersecurity, and FDI, he speaks at international events.
In his current role, he has collaborated with SpaceX and Starlink to explore reforms to EPFD (Equivalent Power Flux Density) regulations, positioning Romania in the evolving space economy.
His Excellency, Haytham AlOhali, was appointed Vice Minister of the Ministry of Communications & Information Technology (MCIT) in 2018. Prior to his appointment, the Vice Minister held a number of senior management positions with Cisco Saudi Arabia, finishing his time with the organisation as Managing Director.
While Managing Director for Cisco Saudi Arabia, His Excellency managed both public and private sector partnerships, playing an active role in client digital transformation journeys. In this role, His Excellency assisted clients from across the Government, Healthcare, Education, and National Security & Defense sectors. His Excellency was also a long-time member of Cisco Saudi Arabia’s CSR board.
Prior to joining Cisco in 2006, His Excellency was Deputy GM for the ECDL foundation in Saudi (2003-2006), where he focused on the education sector and helped establish an IT literacy program.
His Excellency holds a bachelor’s degree in Electric Engineering from Seattle University.
Oumar Diene SAKHO is President of the Board (Collège) of the Telecommunications and Postal Regulatory Authority of Senegal (ARTP). A senior economist and founding member of the ARTP, he brings nearly 28 years of experience in economic regulation, digital governance and digital transformation in West Africa.
At the ARTP, he contributed to drafting the Telecommunications Code, developing economic regulation tools and liberalizing the sector through the award of strategic licenses (global license, 3G, 4G) and the renewal of existing concessions. As Managing Director of the Universal Telecommunications Service Fund (FDSUT), which he established, he oversaw the deployment of connectivity and solar energy solutions in hundreds of schools and rural villages. In parallel, he served as Adviser to the Minister of State in charge of Energy, contributing to the mobilization of financing from international donors and serving on the boards of several state-owned energy companies.
As Strategic Adviser to the Ministry of Digital Economy of Togo (World Bank, 2015–2019), he supported sector liberalization and the creation of a regulatory environment conducive to private investment under the WARCIP program. He also contributed to high-impact digital transformation programs — public service digitalization, educational connectivity, biometric identification, and energy access through digital solutions — embodying WSIS Action Lines C3, C6, and C7 in practice. He subsequently contributed at Maha Capital Partners (Qatar) to the launch of a one-billion-USD infrastructure fund, demonstrating a proven capacity to mobilize financing for structuring projects.
He holds a DEA in Stochastic Analysis and Models (University of Rouen), a DEA in Econometrics (University of Toulouse), an Advanced Certificate in Strategic Management (HEC Paris/CESA), and a certification in Financial Modeling (CFI/FMVA).
Mr Timothy Chin joined IMDA in October 2025. He leads IMDA’s International Group which formulates and
executes international strategy and engagements. This includes bilateral and multilateral cooperation in the digital
domain, such as on emerging technologies like Artificial Intelligence, cross-border data flows, digital technology standards, digital trade policies, and capacity-building.
Prior to his current appointment, Mr Chin worked at the Ministry of Trade and Industry as Director-General for Americas, Europe and Central Asia, the Ministry of Culture, Community and Youth’s Arts and Heritage Division, and the Ministry of Foreign Affairs including at the Singapore Embassy in Jakarta and High Commission in New Delhi. He has also worked at the Ministry of Education.
Mr Chin is a member of the Intellectual Property Office of Singapore Board of Directors. Mr Chin graduated from Harvard Kennedy School with a Master of Public Administration. He also holds a Master of Arts in Political Science from Columbia University, and a Bachelor of Arts in Social and Political Science (Honours) from the University of Cambridge.
Mustafa Yasin Sheikh is the Director General of the National Communications Authority of Somalia (NCA) since 19th November 2022. Prior to this nomination, he worked as the Deputy Director General of the National Communications Authority of Somalia (NCA) and a Member of the Board of Directors. Mr. Mustafa served as the Executive Director of the Somalia Network Information Centre (SONIC) – the Somalia DotSO (.so) ccTLD registry operator – between 2018 – 2021. Mustafa also worked as a senior policy advisor at the Ministry of Communications and Technology between 2017 and 2018. With over 15 years of experience in both private and public service management and leadership, Mustafa specialized in Internet governance, regulatory and policy analysis, Public-Private Partnership, and competition economics. During his years of work, he participated in several specialized workshops, meetings, forums, and associations worldwide.
Mr. Bandula Herath (Retired Air Vice Marshal of the Sri Lanka Air Force) serves as the Director General of the Telecommunications Regulatory Commission of Sri Lanka (TRCSL). He brings over 32 years of professional experience in Electronics and Telecommunications Engineering, with a strong background in strategic leadership, operational management, and institutional administration.
As Director General of TRCSL, Mr. Herath provides strategic direction to TRCSL’s management team in the regulation and development of Sri Lanka’s telecommunications sector. His work covers regulatory decision making, policy formulation, and the development of regulatory frameworks to respond to technological advancement and emerging applications. In this capacity, he also contributes to ongoing policy and regulatory initiatives in areas such as the assignment of frequencies for advanced broadband services, competition regulation, and telecommunications infrastructure sharing, including activities supported by international expert assistance.
Prior to assuming his current role, Mr. Herath held several senior appointments in the Sri Lanka Air Force, with responsibilities covering operational communications, electronic systems, engineering management, and other technology related functions. He joined the Sri Lanka Air Force in 1987 and advanced to senior leadership positions, including Deputy Director of Electronics and Telecommunications Engineering. He was subsequently appointed as the Director of Electronics and Telecommunications Engineering of the Sri Lanka Air Force, where he led the planning, management, and implementation of electronics and telecommunications engineering functions across the organization.
Mr. Herath holds a Bachelor’s degree in Electronics and Telecommunications Engineering and a Master’s degree in Defence Studies (Management) from the General Sir John Kotelawala Defence University. He has also completed specialized professional training in several countries including India, Pakistan, Singapore, Israel, and Australia.
With his technical expertise, defence sector leadership, and regulatory management background, Mr. Herath continues to contribute to the advancement of Sri Lanka’s telecommunications sector and its readiness for future digital transformation.
Ms. Lena Nyberg was appointed Director General of the Swedish Post and Telecom Authority (PTS) in May 2026.
She is a senior executive with more than three decades of experience at the intersection of telecommunications, digital transformation, cybersecurity, and national
security. Her career spans both government and international private sector leadership, with a strong focus on strategic governance, large-scale operations, and international collaboration.
Prior to her current role, Ms. Nyberg served as Deputy Director General of the Swedish Defence Research Agency (FOI) from 2021 to 2026, where she contributed
to strengthening Sweden’s defence research and innovation capabilities.
She previously held senior executive positions in global and Nordic companies, including Chief Delivery Officer at Universum Group and Senior Vice President Global
Services and CIO at DigitalRoute, where she led international operations across multiple continents and drove digital and organisational transformation at scale.
Between 2009 and 2015, Ms. Nyberg served as Director SIGINT at the Swedish Signals Intelligence Agency (FRA), with full responsibility for signals intelligence operations, including cyber threat analysis and extensive international cooperation in security and intelligence domains.
She has also held leadership roles at Teracom Boxer Group, Logica (CGI), Telia, and several technology companies, building deep expertise in electronic
communications, critical infrastructure, and advanced digital services.
Ms. Nyberg has contributed to public policy and governance as a member of the Swedish Government’s Expert Panel for Digitalization and through board
assignments at the Swedish National Debt Office (Riksgälden) and the Swedish Post
and Telecom Authority.
She holds a Bachelor of Science in Mathematics and Computer Science from Uppsala University.
Mr. Ömer Abdullah Karagözoğlu has been the Chairman of the Board and President of the Information and Communication Technologies Authority (BTK) of the Republic of Türkiye since August 2018. He was re-appointed for a second term in August 2022 after completing his first 4-year term in this position.
He was born in Glasgow, Scotland in 1975. He is an Electrical and Electronic Engineer graduated from Eastern Mediterranean University.
Mr. Karagözoğlu worked as a software engineer at Istanbul Water and Sewerage Administration (ISKI) of Istanbul Metropolitan Municipality (IMM) from 2002 to 2004. Between 2004 and 2016, he held various managerial positions at BELBIM, a technology company of IMM. He served as the Adviser to the Chairman and Board Member of BTK before his appointment
Hon. George William Nyombi Thembo brings over 30 years of experience in public administration, ICT policy,
and digital infrastructure development. He provides strategic leadership in advancing Uganda’s inclusive digital transformation agenda, with a strong focus on robust regulation, expanded connectivity, and innovation-driven sector growth.
Under his leadership, UCC continues to strengthen Uganda’s ICT regulatory environment, fostering transparency, competition, and multi-stakeholder collaboration. As a former State Minister for ICT and Member of Parliament, he played a key role in shaping national ICT policies and legislative frameworks that support sustainable sector development.
Hon. Nyombi has been instrumental in expanding access to communications services, particularly for underserved and rural communities. During his tenure at the Uganda Communications Universal Service and Access Fund (UCUSAF), he led initiatives that significantly improved connectivity and access to digital platforms, contributing to narrowing the digital divide and enhancing access to information and services.
He is also a strong advocate for digital skills development and institutional capacity building, promoting initiatives that empower individuals and organizations to actively participate in the digital economy. His international engagement includes leadership roles such as chairing the ITU Global Symposium for Regulators 2024, reflecting Uganda’s growing influence in global ICT policy and regulatory discourse.
Hon. Nyombi holds a Master’s degree in Development Economics and professional certifications in telecommunications regulation, ICT policy, and public-private partnerships. Beyond his professional work, he is a cultural leader, playwright, and founding member of the Ndere Troupe, promoting African arts and cultural expression.
In June 2021, Liliia Malon was appointed as Commissioner of NCEC and in May 2025 elected as Chairwoman. She has more than 13 years of professional experience in the field of electronic communications, roaming, international cooperation, European integration and harmonization with the EU Digital Single Market in the field of electronic communications.
In her role as the NCEC Commissioner, Liliia Malon is responsible for:
• Harmonization with the EU legislation under the EU-UA Association Agreement and Ukraine’s integration into the EU
Digital Single Market in the field of electronic communications and postal sector;
• Ukraine’s accession to the EU free roaming zone as well as facilitation and monitoring of the implementation of the
Joint Statement between European and Ukrainian operators on roaming;
• Strengthening of NCEC independence and capacity;
• Recommendations on Resilience of telecom infrastructure;
• Developing of the Regulatory Plans and Annual Reports;
• Cooperation with the EU institutions, international and regional sectoral organizations (ITU, UPU, CEPT, EaPeReg), EU NRAs, and initiation and implementation of international projects;
• Leading NCEC external communications, etc.
She was managing the rulemaking process, while working on the Law “On the Regulator (NCEC)” and rebranding of the
new Regulator.
Liliia Malon was leading the negation process to obtain affordable international roaming services and calls in order to support Ukrainian citizens who were forced to leave Ukraine and currently reside in the EU.
Mrs Malon played an important role in lobbying Ukraine’s interests within the framework of the International
Telecommunication Union (ITU) in the context of the Russian full-scale war against Ukraine.
From 2020 until her current appointment, Mrs. Malon had been working as Deputy Director for strategy and marketing
at the Regional Development Agency (Kyiv Regional State Administration) and as the national expert on electronic
communications and digitalization, donor coordination in the justice sector, in various EU technical assistance
projects to Ukraine.
From July 2012 to September 2019, she worked at the National Commission for the State Regulation of Communications
and Informatization (NCCIR) in the departments responsible for international cooperation and European integration,
holding positions from leading specialist to the Head of the department, and then from October 2019 to June 2021,
Mrs Malon was an advisor to the Chairman of NCCIR.
Liliia Malon has a great practical experience in cooperation with European institutions, regional and international
organizations, EU NRAs as well as in initiation and promotion of international initiatives and leading
international platforms and thematic expert working group. She has an experience in managing international
technical assistance projects and in attracting international technical and donor assistance.
She is leader of Ukraine’s accession to the EU roaming zone «Roam like at home» (RLAH). Ukraine was the first
country outside of EU/EEA area which joined EU RLAH.
A true female leader, Mrs Liliia Malon is the youngest manager of NCEC. Firstly, as the youngest person appointed
on the position of the Head of the International Cooperation and European Integration Department (NCCIR) and now on
the position of Commissioner of NCEC.
In 2023 Liliia Malon was included in the list of 20 spokespeople in the Mobile World Congress 2023 debate by
influence score taking overall 18th place and 2nd in the ranking among representatives of the public sector.
Liliia Malon holds Master’s degree in International Relations, from Ivan Franko National University of Lviv,
(diploma with honors), and graduated postgraduate program, majoring national security.
Mrs. Malon awards and honors also include:
• Nominated for a state award — Honored worker of the industry;
• Winner of the nomination «Politics and Public Administration» category of award «Top 100 women leaders of Ukraine»;
• 4th rank of civil servant;
• Certificate of Honor of the Cabinet of Minister of Ukraine for a significant personal contribution to the implementation of the state policy in electronic communications field, conscientious work and high professionalism;
• Prime-Minister’s Gratitude for exemplary performance of official duties, personal contribution in the development
of telecommunication field and high professionalism.
Liliia Malon is the first woman who chaired Ukrainian Regulator and the first elected Chair.
Dr Gift Kallisto Machengete is the Director General of the Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ),having been appointed to the position in December 2016. He is a member of the ITU Digital Innovation Board, and currently serves on the Boards of several institutions in Zimbabwe.
He holds a Bachelor of Science Degree in Economics from the University of Zimbabwe, a Master of Business Administration Degree (MBA) from Southern Cross University, Australia, and a Doctorate in Business Administration also from Southern Cross University, for which he graduated with a distinction, and was awarded the University Plaque for outstanding achievement.
He has over forty-four (44) years of working experience, having worked as an Economic Counsellor at the Zimbabwe Embassy in China, Zimbabwe’s Deputy Ambassador to Malaysia and Director of Administration in the Office of the President and Cabinet, before joining the POTRAZ in 2016.
He is a former part-time lecturer for the Master of Business Leadership and Master of Security and Intelligence Degree programmes at Bindura University of Science Education (BUSE). This included working as a Research thesis Moderator. He currently serves on the Boards of several institutions in Zimbabwe.
