Meaningful connectivity goes beyond network coverage. It is reliable, safe, secure, affordable and usable access that enables people, communities, schools, health services and local businesses to participate in the digital economy. Yet many populations remain unconnected or underserved due to a combination of infrastructure gaps, affordability constraints, limited backhaul and power availability. At the same time, new challenges are emerging, such as greater dependence on connectivity for essential services, rapid growth in connected devices and AI-enabled applications, and the rising energy and sustainability pressures.

This workshop will explore how global technical standards can help enable and sustain meaningful connectivity by translating policy objectives into implementable technical requirements and interoperable solutions. Standards underpin interoperability across equipment and networks, provide common performance metrics and support resilience, capabilities that are essential for rural connectivity, community networks, emergency communications and more.  It will convene experts in an interactive roundtable dialogue to discuss practical approaches for deploying connectivity in underserved contexts, bringing into the discussion how standards can reduce fragmentation, improve cross-border compatibility and strengthen user trust–coalescing in practical insights and solution examples that help advance and accelerate SDG progression.

Ms. Dorothy Stanley
Ms. Dorothy Stanley President IEEE Standards Association [IEEE SA]

Dorothy Stanley currently serves as IEEE Standards Association (IEEE SA) President. She has served on the IEEE SA Board of Governors and in numerous IEEE SA governance roles. She is past Chair of the IEEE 802.11 Working Group, having served as Chair and Vice Chair of the IEEE 802.11 Working Group from 2014-2024. She has been involved in wireless LAN product strategy and standards activities, leading and participating in IEEE 802.11, Wi-Fi Alliance, Wireless Broadband Alliance, and Internet Engineering Task Force (IETF) standards developments. Her work in standards and industry interoperability has supported Wi-Fi industry innovation to enable solutions that provide significant consumer and economic value in the global marketplace. 

Dorothy is a Fellow at Hewlett Packard Enterprise (HPE). Prior to joining (now HPE) Aruba Networks in 2005, Dorothy was a Consulting Member of the Technical Staff at Agere Systems and a Distinguished Member of the Technical Staff at Lucent Technologies and AT&T Bell Laboratories. 


Mr. Purva Rajkotia
Mr. Purva Rajkotia Connectivity and Telecom Practice Lead, Technology and Policy IEEE Standards Association (IEEE SA)

Purva Rajkotia is the Policy and the Connectivity and Telecom Practice Lead at IEEE Standards Association (IEEE SA). Prior to IEEE, Purva held leadership positions with Qualcomm, Samsung, and Disney in various capacities. Purva also held leadership positions in various standards organizations such as IEEE, ITU, 3GPP, 3GPP2, CENELEC, etc. He has authored more than 100 patents granted by the USPTO (US Patent Office) and other worldwide patent organizations. He obtained his MSEE degree from the Georgia Institute of Technology and his MBA from CSU.

Dr. Carl Gahnberg Senior Director, Public Policy & Technology ISOC

Dr. Carl Gahnberg is the Senior Director of Policy Development and Research at the Internet Society, where he focuses on issues related to Internet governance. In this role, he contributes to the organization’s global policy development, research, and its partnerships with international and regional organizations, engaging with global policy makers and non-governmental stakeholders on key Internet issues.
 
He holds a PhD in International Relations from the Graduate Institute of International and Development Studies, Geneva, as well as Bachelor Degrees in Political Science and Economics from Lund University.


Ms. Karen Mulberry
Ms. Karen Mulberry Senior Manager, Technology Policy IEEE Standards Association (IEEE SA) Moderator

Karen Mulberry is Senior Manager of Technology Policy at the IEEE Standards Association (IEEE SA) where she manages strategic public and government affairs programs and engagements within and across the organization. Karen has been involved in shaping policy development, identifying strategic initiatives, and providing technical standards through leadership at the intersection of technology, standards, regulation, and policy throughout her career. She holds a BS in Organizational Behavior from the University of San Francisco and an MBA from the University of Phoenix.
