Light lunch will be served.

This Knowledge Cafe will create a highly participatory space for WSIS stakeholders to exchange practical experiences and co-develop ideas on enabling meaningful connectivity by design, such as reliable, secure, affordable and usable access that is sustainable over time. Participants will explore together how technical standards and other tools or frameworks can help realize deployable, interoperable solutions.  

Seated at tables, the discussions will be guided by a series of questions to start the conversation, addressing what does meaningful connectivity mean in practice, what are current or emerging barriers or enablers to meaningful connectivity, and how should connectivity evolve in the context of AI-enabled services, energy and sustainability needs, new deployment methods and what standards-aligned practices should be included.

Mr. Tomas Lamanauskas (invited)
Mr. Tomas Lamanauskas (invited) Deputy Secretary General ITU

Tomas Lamanauskas is Deputy Secretary-General of the International Telecommunication Union, elected at the ITU Plenipotentiary Conference of 2022, and taking up duties as of January 2023. His 25 years of experience spans across sectors of telecoms and digital policy, regulation and strategy, stemming from executive level positions in agencies, companies, and organizations across Europe, the Middle East, the Caribbean and the Pacific region.

As Deputy Secretary-General of ITU, Tomas focuses on the financial sustainability and operational excellence of the organization. He also works to raise the digital industry’s ambition in fighting the climate crisis through the Green Digital Action initiative and promotes investments into the digital infrastructure as well as digital resilience through the Digital Infrastructure Investment Initiative and other efforts. Additionally, Tomas contributes to the global efforts to harness the opportunities and mitigate challenges of new technologies in particular Artificial Intelligence, including through his role as a co-chair of the United Nations Inter-Agency Working Group on AI. He is also playing a key role in ensuring ITU’s support to other UN-wide development and governance efforts, including through the World Summit of the Information Society process and membership at the Operational Steering Committee of the UN Joint SDG Fund.

Tomas holds Master’s Degrees in Public Administration (Harvard), Leadership and Strategy (London Business School), Telecommunications Regulation and Policy (The University of the West Indies) and Law (Vilnius University).


Ms. Dorothy Stanley
Ms. Dorothy Stanley President IEEE Standards Association (IEEE SA)

Dorothy Stanley currently serves as IEEE Standards Association (IEEE SA) President. She has served on the IEEE SA Board of Governors and in numerous IEEE SA governance roles. She is past Chair of the IEEE 802.11 Working Group, having served as Chair and Vice Chair of the IEEE 802.11 Working Group from 2014-2024. She has been involved in wireless LAN product strategy and standards activities, leading and participating in IEEE 802.11, Wi-Fi Alliance, Wireless Broadband Alliance, and Internet Engineering Task Force (IETF) standards developments. Her work in standards and industry interoperability has supported Wi-Fi industry innovation to enable solutions that provide significant consumer and economic value in the global marketplace. 

Dorothy is a Fellow at Hewlett Packard Enterprise (HPE). Prior to joining (now HPE) Aruba Networks in 2005, Dorothy was a Consulting Member of the Technical Staff at Agere Systems and a Distinguished Member of the Technical Staff at Lucent Technologies and AT&T Bell Laboratories

 


Ms. Karen McCabe
Ms. Karen McCabe Senior Director, Technology Policy IEEE Standards Association (IEEE SA) Moderator

Karen McCabe is a Senior Director of Technology Policy at the IEEE Standards Association (IEEE SA), where she leads IEEE SA’s technology policy initiatives, including efforts to build and connect communities working in the standardization and technology policy ecosystem with the aim of impactful outcomes to help advance technology for the benefit of society.

Karen works at the nexus of mission-driven organizations, industry, NGOs, and government bodies to raise awareness, educate, and build capacity among stakeholders in the technology sphere. Karen is engaged in technology policy initiatives in sustainability, AI, digital and energy transition, and global standards in trade and policy.

She leads the organization’s engagement with the UN and other international and intergovernmental bodies, with a focus on engagement of the technical community at the intersection of technology, standards, regulation, and policy.


Ms. Karen Mulberry

Karen Mulberry is Senior Manager of Technology Policy at the IEEE Standards Association (IEEE SA) where she manages strategic public and government affairs programs and engagements within and across the organization. Karen has been involved in shaping policy development, identifying strategic initiatives, and providing technical standards through leadership at the intersection of technology, standards, regulation, and policy throughout her career. She holds a BS in Organizational Behavior from the University of San Francisco and an MBA from the University of Phoenix.  


Mr. Purva Rajkotia
Mr. Purva Rajkotia Connectivity and Telecom Practice Lead, Technology and Policy IEEE Standards Association (IEEE SA)

Purva Rajkotia is the Connectivity and Telecom Practice Lead at IEEE Standards Association (IEEE SA). Prior to IEEE, Purva held leadership positions with Qualcomm, Samsung, and Disney in various capacities. Purva also held leadership positions in various standards organizations such as IEEE, ITU, 3GPP, 3GPP2, CENELEC, etc. He has authored more than 100 patents granted by the USPTO (US Patent Office) and other worldwide patent organizations.. He obtained his MSEE degree from the Georgia Institute of Technology and his MBA from CSU.


Mr. Sajith Wijesuriya
Mr. Sajith Wijesuriya Chair IEEE Power and Energy Society (PES) Young Professionals Advisory Council

Sajith is Chair, IEEE Power and Energy Society (PES) Young Professionals Advisory Council, and a Research Scientist at the National Laboratory of the Rockies of the United States of America. His research involves grid-level decarbonization, increasing resilience of human settlements against extreme climates, advanced building energy modeling and advanced thermal energy storage systems analysis. In addition to that he is a Visiting Scientist at the Colorado School of Mines where he contributes to research on the same topics above.

He works for and assists co-manage three Clean Energy Ministerial work streams. (i) Solutions Center (SC), which provides assistance to developing countries to design and implement clean energy policies, and resolve deployment-related challenges, (ii) NICE Future Initiative on Nuclear Energy policy assistance (iii) 21st Century Power Partnership which serves as a platform for public-private collaboration to advance policy for the large-scale deployment of renewable energy in combination with deep energy efficiency and smart grid solutions.

He is a Global Expert on SDG7 to the UNDESA UN-Energy process and a IRENA Youth Council Member. He is also a Climate Negotiator for Sri Lanka on Global Stocktake. IEEE Member and Geographic Activities (MGA) appointed him as a representative to the IEEE Sustainable Climate Matrix Organization (TSCMO) to lead its external outreach subcommittee. The Chair of UNFCCC COP committee for 2026 IEEE PES appointed him to lead the young professional’s advisory council 2026-27.
