Digital technologies play a critical role in enabling greenhouse gas (GHG) emissions reductions and energy efficiency across sectors such as energy, transport, agriculture, and cities. However, unlocking this potential requires moving beyond high-level assumptions towards robust, measurable, and actionable evidence.

This session will focus on how to deliver and quantify the enablement effect of ICT solutions, highlighting the role of internationally recognized methodologies—such as Recommendation ITU-T L.1480—in assessing how digital technologies contribute to emissions reductions and energy savings in other sectors.

Building on recent progress, the session will present practical implementation guidance, including newly developed guidelines to support countries and stakeholders in applying these methodologies. It will also showcase real-world experience, including the application of the standard in Senegal, as well as additional use cases.

The session will also highlight ongoing efforts to simplify and scale the methodology, making it more accessible for policymakers, regulators, and industry, particularly in developing countries. Emphasis will be placed on the importance of data collection, alignment of approaches, and cross-sector collaboration to ensure consistency, comparability, and credibility of results.

By bridging data, methods, and country experiences, the session aims to support stakeholders in advancing evidence-based climate action, demonstrating how ICT solutions can deliver measurable contributions to national climate strategies and global sustainability goals.

Panellists
Ms. Ana Vergara
Ms. Ana Vergara Programme Officer International Telecommunication Union

Ana Vergara is a Programme Officer at the International Telecommunication Union (ITU), where she works on the Green Digital Action initiative at the intersection of digital transformation and climate action. She previously spent five years with the United Nations Environment Programme (UNEP), where she supported the Economic and Trade Policy Unit and the 10-Year Framework of Programmes on Sustainable Consumption within the Economy Division, contributing to initiatives such as Digitalization for Circular Economy and the Sustainable Infrastructure Partnership (SIP). Earlier in her career, she served as a law clerk at the Mexican Supreme Court and as a legal adviser to the Mexican Representative to the Venice Commission, in addition to working at an environmental consulting firm. She holds a BA in Law, an MA in Economic Law, and an LL.M. in International Law from the Graduate Institute of International and Development Studies.
