Sébastien Bachollet began to get involved in the world of the Internet in 1994.
First at the SNCF
- Launch of the website in addition to the Minitel videotext system, aimed at presenting the company and also allowing reservations and deferred payments of train tickets
- Development of a complete program allowing employees to be connected and to use Internet technologies (TCP/IP, domain names...) such as the intranet, e-mail within the company and with external companies and individuals...

Then in the early 2000s, he represented Cigref (Club Informatique des Grandes Entreprises Françaises) and professional users in the field of Internet governance at all levels: France, Europe and around the world (notably within ICANN).

ISOC France, with the help of Cigref, Medef and CCIP, organized European events on domain names and address systems on the Internet (EGENI Europe) held in Paris from 2002 to 2008, and brought together an audience of more than 250 participants each year. It was a prefiguration of what the Internet Governance Forum is in France. The 2007 meeting was held around the French elections with leaders of political and international organizations.

In June 2008, he coordinated the organization, as a local host, of the ICANN32 Global Meeting in Paris

From 2010 to 2014, he was a member of the ICANN Board of Directors. He was also a member of the At-Large Advisory Committee and Chairman of Euralo. S

ince 2014, he has been a founding member, member of the organizing committee and moderator of IGF France.

A member of AFNIC (.fr and other naming extensions) since 2001, he was a representative of Internet users on the Board of Directors from 2013 to 2024.

Dr Olivier M.J. Crépin‑Leblond is a long‑standing Internet governance leader and Chair of the UK Chapter of the Internet Society, with a career spanning technical, policy and capacity‑building roles since the early days of global connectivity. A founder of Global Information Highway Ltd and an early contributor to Internet deployment in developing countries, he has held senior positions within ICANN’s At‑Large community, including four terms as ALAC Chair and later Chair of EURALO. Since 2018 he has served as Co‑Chair of the At‑Large Consolidated Policy Working Group, a central body coordinating end‑user input into ICANN policy, and he is also active in the Dynamic Coalition on Core Internet Values, promoting the foundational principles that underpin the open Internet. A regular participant in the Internet Governance Forum since 2010, a founder board member of EuroDIG, and a contributor to World Economic Forum initiatives, he combines technical credentials (IET Member, IEEE Senior Member, long‑time NSRC affiliate) with deep multistakeholder policy experience.

Abdeldjalil Bachar Bong est un défenseur des droits numériques basé au Tchad. Il est fondateur et président de HOUSE OF AFRICA, une organisation panafricaine à but non lucratif qui œuvre pour le développement des technologies de l’information et de la communication (TIC), l’autonomisation des jeunes et des femmes, ainsi que la promotion des 17 Objectifs de Développement Durable des Nations Unies et de l’Agenda 2063 de l’Union africaine.

Depuis juin 2026, il occupe le poste de Directeur de la Communication et de la Coopération à l’Agence Nationale de Sécurité informatique et de Certification Électronique (ANSICE).

Il est cofondateur et secrétaire exécutif du Forum national sur la gouvernance de l’Internet au Tchad (IGF Tchad), une initiative qu’il accompagne depuis 2014. Il est également à l’origine de plusieurs initiatives structurantes, notamment l’École tchadienne de la gouvernance de l’Internet (TdSIG) et la Journée nationale de la cybersécurité.

Sur le plan international, Abdeldjalil a occupé le poste de secrétaire d’AFRALO/ALAC/ICANN de 2020 à 2023 et est actuellement vice-président d’AFRALO pour le mandat 2025–2027. Il a contribué activement au développement de l’écosystème Internet et à l’engagement communautaire au Tchad, tout en renforçant les liens entre les acteurs locaux et les instances mondiales de la gouvernance de l’Internet.

Membre fondateur de l’Internet Society Tchad et impliqué dans plusieurs autres organisations, il s’intéresse particulièrement aux enjeux du numérique, à l’autonomisation des femmes et des jeunes, au développement durable, à l’environnement et à l’entrepreneuriat.

Il est titulaire d’un Master en Technologies de l’Information de l’Université de Bretagne Sud, ainsi que d’un diplôme en télécommunications de l’École Supérieure de Télécommunications au Maroc.

Kyoko Yoshinaga is a Project Associate Professor at Keio University’s Graduate School of Media & Governance and an Affiliate Scholar at Georgetown Law’s Institute for Technology Law & Policy. Her professional and research activities have spanned Internet governance, information society policy, digital governance, and AI governance since the early 2000s.
Prior to academia, she spent nearly two decades at Mitsubishi Research Institute, supporting Japanese government ministries on ICT, Internet, media, and cybersecurity policy, and later working on compliance and risk management in AI development. She serves as an OECD-GPAI Expert, a member of Japan’s Committee on AI Guidelines for Business, and a member of the Digital Agency’s Advanced AI Utilization Advisory Board. She was the first Japanese researcher to serve as a Visiting Fellow at Yale Law School’s Information Society Project.
