The Global Shield in Action

Cyber threats don't stop at national borders or sectoral silos. Neither do they end after you complete an online purchase. This session will demonstrate how the UPU’s POST-ISAC and SECURE.POST platforms provide a proactive 'Global Shield' for the entire digital ecosystem. By sharing real-time threat intelligence and providing open-access security resources, we ensure that the critical infrastructure connecting billions of people remains resilient. Join us to see how the “Secure Space for the Global Postal and Logistics Sector” model is designed to secure e-Commerce and logistics within the global supply chain for every citizen and business.

Mr. Tracy Hackshaw
Mr. Tracy Hackshaw Head of the .POST Business Management Unit Universal Postal Union - Switzerland

Tracy Hackshaw is a highly experienced Senior Digital Economy Strategist with over 25 years of experience in digital implementation and leadership across the private and public sectors, spanning local, regional, and international contexts. He currently serves as the Head of the .POST Business Management Unit, Postal Technology Centre at the over 150-year-old Universal Postal Union (UPU), a United Nations system agency in Bern, Switzerland; a role he has held since September 2021. 

In his current role at the UPU, Tracy leads and manages all activities related to the .POST Top Level Domain (TLD) and an emerging Cyber Resilience portfolio. 

This includes strategic planning, technical and legal oversight, marketing, business development, policy, and compliance. A key focus is positioning . POST as the premier secure and trusted digital platform for the global postal and logistics sector. One of his first projects involved the launch of CYBERTRACK.POST, a fully automated, web-based dashboard for real-time monitoring of .POST domains' technical compliance with cybersecurity policies. He is working on expanding its functionality to improve overall Cyber Resilience, including integrating DNS abuse/security threat reporting.

Mayssam Sabra has been a key contributor to the Universal Postal Union's (UPU) .POST program since 2014, specializing in helping member countries with their digital transformation. Over the past decade, Mayssam has successfully assisted numerous countries in modernizing their postal and logistical frameworks through strategic digital initiatives, focusing mainly on the secure TLD .POST. For the last four years, Mayssam has been deeply involved in contributing to .POST’s cyber resilience activities and international business development. This includes supporting high-level capacity-building initiatives, organizing international events and exhibitions, and designing specialized sessions aimed at securing global postal and e-commerce ecosystems against evolving digital threats.

A globally recognized expert in the courier, express, parcel and postal (CEPP) industry, André has advised executives at 40+ companies worldwide — from global integrators such as FedEx to national posts and regional carriers — helping them navigate disruption, unlock growth and deliver measurable results.

Former Global Managing Director for Postal & Parcel at Accenture, he brings deep expertise in corporate strategy, supply-chain transformation, project leadership and industry insight. Prior to consulting, André held leadership roles at Canada Post.

He blends visionary strategy with hands-on pragmatism — guiding leaders through complex decisions, stakeholder alignment and capability building.

Mr. Massimiliano Aschi Senior Cybersecurity Expert Poste Italiane - Italy Remote Panellist

Massimiliano Aschi is a seasoned cybersecurity expert with deep experience in innovation, digital transformation, and regulatory compliance. He currently serves as Chairman of the Cyber Resilience Expert Team (CRET) at the Universal Postal Union, leading global initiatives to secure and modernize the postal sector in the digital domain.

Since 2009, he has worked at Poste Italiane, where he coordinates cybersecurity research, training and awareness programs, contributes to corporate risk governance, and supports compliance initiatives with key EU regulations such as DORA and NIS2. He played a key role in establishing the company’s CERT and Security Innovation Lab and actively contributes to EU-funded projects focusing on quantum security, blockchain, digital identity, big data, and critical infrastructure protection.

A frequent speaker and lecturer, he holds several ISO certifications and participates in major international information-sharing and collaboration networks involving law enforcement, industry stakeholders, and academia.

As these applications become increasingly interconnected, their vulnerability to disruptive cyberattacks grows. This session addresses how to secure global supply chains and online transaction environments, ensuring that e-business remains a resilient vehicle for international trade, market access, and economic growth.

Cyber threats are borderless, meaning localized resilience is no longer sufficient. By championing a "Global Shield," this session emphasizes the need for public-private partnerships, cross-border intelligence sharing, and regional cooperation frameworks. It brings together diverse international stakeholders to co-design unified strategies that safeguard global logistics corridors.
