As digital technologies rapidly transform societies, their role in shaping environmental sustainability has become both critical and complex. WSIS Action Line C7 on e-environment addresses this dual challenge through three priorities: leveraging ICTs for environmental protection, promoting sustainable ICT lifecycles, and strengthening disaster risk reduction through digital monitoring systems.
The rise of technologies such as AI, big data, and IoT offers unprecedented opportunities to advance sustainability, yet also introduces new environmental risks that remain insufficiently addressed in global frameworks and digital strategies. While initiatives like the Global Digital Compact recognize the need to harness digital innovation responsibly, stronger alignment and concrete action are urgently needed.
In this context, UNEP, ITU, and WMO are convening a session at the WSIS Forum 2026 to drive dialogue, strengthen coordination, and advance a shared vision for a sustainable and environmentally responsible digital future under Action Line C7 on e-environment.
Ms Maritza Delgado is a Program Officer in the Climate Change and Emergency Telecommunications Division of the International Telecommunication Union’s Telecommunication Development Bureau (BDT). In this role, she supports countries in leveraging digital technologies for disaster risk reduction and management. Her work involves the development of National Emergency Telecommunication Plans, as well as the promotion of enabling environments through regulatory, policy, and legal frameworks. She also contributes to key projects, guidelines, and reports that integrate digital innovation into national disaster preparedness and response strategies.
Maritza leads the ITU Response Programme, which provides support to countries in the immediate aftermath of disasters. She holds a university degree in Electronic Engineering and Telecommunications and brings over 20 years of experience in the field of disaster management.
Dr Enrico Fucile is Chief of the WMO Information System Section of the World Meteorological Organization (WMO). He leads WMO's flagship digital infrastructure initiative, the WMO Information System 2.0 (WIS 2.0), which enables the real-time, standards-based sharing of weather, climate, water and wider Earth system data — coordinated among WMO Members and openly accessible to all — underpinning the forecasting and multi-hazard early warning systems that protect lives and livelihoods.
Before joining WMO, he led the Observations Data team at the European Centre for Medium-Range Weather Forecasts (ECMWF), with responsibility for a critical component of the Centre's operational systems for the collection and sharing of meteorological data — giving him long-standing, hands-on experience of the international data exchange on which global forecasting depends.

Ms. Noémie Pralat is an Associate to the Circular Economy Programme of the International Telecommunication Union. With in-depth experience of global environmental governance and sustainability, she specializes in guiding policymakers towards a circular economy for electronics and a green digital transformation. Noémie is an alumni of the Geneva Graduate Institute of International and Development Studies.
Magda Biesiada is a Senior Programme Management O]icer and the Global Subprogramme
Coordinator for Digital Transformations at the United Nations Environment Programme (UNEP).
With over 15 years of experience across the United Nations system, she has built an extensive
career at the intersection of data, technology, and sustainable development.
Prior to joining UNEP, Magda served in United Nations peacekeeping operations and with
UNICEF, supporting country-level programmes in data innovation, information management,
and digital transformation. Her expertise spans data science, geospatial analytics, environmental intelligence, knowledge management, and digital innovation across both development and humanitarian settings.
In her current role, Magda leads UNEP's global Digital Transformations Subprogramme, shaping the organization's strategic vision for environmental data, digital innovation, and emerging technologies. She works to strengthen digital public infrastructure for the environment, advance data-driven decision-making, and accelerate the responsible use of digital technologies to support environmental sustainability and the implementation of the Sustainable Development Goals.
Irene Mwoga is the Regional Digital Transformation Coordinator for Africa at the United Nations Environment Programme (UNEP).
She supports the implementation of UNEP's digital transformation agenda across Africa,
advancing environmental data systems, digital innovation, and artificial intelligence for
sustainable development. Irene works closely with governments, regional institutions, and
partners to strengthen digital capacity, promote data-driven environmental decision-making,
and accelerate the responsible use of digital technologies to address environmental challenges.
Loïs Ponce has been working at Arcep, the French telecommunications regulatory authority, for nearly four years within the Market Observatory unit of the Economics, Markets, and Digital Department. She is responsible for Arcep's environmental data collection and the resulting annual survey "Achieving digital sustainability". This data collection, carried out directly from digital players, aims to publish indicators to track the evolution of the environmental footprint of digital technology in France. It is a key tool to inform public debate and discussions over a low-environmental impact strategy for digital technology.
