Digital transformation for Citizens Centric e-Services

The session will highlight the country's e-Government and Artificial Intelligence initiatives aimed at enhancing public service delivery and improving institutional efficiency. The session will showcase Tanzania's progress in developing the National Artificial Intelligence Strategy, establishing AI governance frameworks aligned with global best practices, formulating Emerging Technology Frameworks, developing AI standards and guidelines, strengthening institutional arrangements, expanding digital infrastructure, and fostering strategic partnerships to support digital transformation.

The session will also present selected successful digital transformation projects relevant to the thematic focus, demonstrating how digital technologies and Artificial Intelligence are being leveraged to improve service delivery, strengthen governance, promote digital inclusion, and accelerate socio-economic development. In addition, the session will provide reflections on Tanzania's achievements under the WSIS Action Lines and share the country's vision for the WSIS process beyond 2025, including priorities for an inclusive, secure, and sustainable digital future.

The session format will comprise a presentation on Tanzania's digital transformation journey and AI-enabled e-Government initiatives, complemented by a short documentary video showcasing key achievements and milestones. This will be followed by a panel discussion featuring experts from government and related institutions, providing insights into the country's digital transformation agenda. The session will conclude with an interactive audience engagement segment, allowing participants to exchange views, ask questions, and explore opportunities for collaboration.

Mr. Benjamin Dotto

Mr. Benjamin Dotto is the Director of Infrastructure and Operations at the
e-Government Authority under the President’s Office. He is responsible for
overall planning, designing, and overseeing the development,
implementation and delivery of e-Government infrastructure and
technology services.


Dr. Angelina Misso

Dr. Angelina Misso is currently the Assistant Director - ICT Systems and Compliance
Services at the Ministry of Communication and Information Technology in Tanzania,
where she contributes to the development and implementation of national digital
transformation initiatives. She previously served as a Lecturer in the Department of
Electronics and Telecommunications Engineering at the University of Dar es Salaam.
She holds a PhD in Communications and Networks Engineering and has extensive
experience in ICT policy, digital governance, telecommunications, and digital
innovation.
She has actively engaged in multi-stakeholder collaborations involving government
institutions, academia, the private sector, and international development partners,
supporting the implementation of Digital Public Infrastructure (DPI) and other digital
transformation programmes. Her work focuses on strengthening institutional digital
capacity, enhancing ICT governance, and advancing the adoption of emerging
technologies to improve public service delivery.
With a strong background in electronics and telecommunications engineering, Dr.
Misso has participated in numerous collaborative research, consultancy, and capacitybuilding initiatives. Her experience includes contributions to ICT policy development,
telecommunications systems planning, digital transformation strategies, and
technology-enabled service innovation. She is passionate about leveraging
technology to address societal challenges, foster inclusive digital development, and
support the growth of the digital economy through sustainable, citizen-centric, and
industry-driven solutions.

Ms. Tora Galway
Ms. Tora Galway Founder and Director of The Document Project Italy Moderator

Ms. Galway is the Founder and Director of The Document Project. Its purpose is to make it easier for people, worldwide, to access the government services for which they are eligible by addressing problems of government processes, forms, and instructions that are unclear, missing, or incorrect.

Her extensive career in economic development spans work in Afghanistan, Bangladesh, Fiji, Nepal, Papua New Guinea, and Sri Lanka. She specializes in capacity building and multi-stakeholder partnerships.

Her experience includes UN agencies (UNCTAD, FAO, IFAD); Governments, at municipal and national levels; Business membership organisations, including Chambers of Commerce; Bilateral international aid organisations; Private sector, and Entrepreneurship.
