Implementing WSIS+20 and the Global Digital Compact Across Critical Infrastructure
The WSIS+20 Review reaffirmed the World Summit on the Information Society as a unique multistakeholder framework for advancing an inclusive, secure, and development-oriented digital future. At the same time, the Global Digital Compact highlights the need for resilient, trustworthy, and sustainable digital infrastructure as a foundation for digital cooperation and the achievement of the Sustainable Development Goals. As governments, businesses, and societies become increasingly dependent on digital services, ensuring the resilience of the Internet and its supporting infrastructure has become a strategic imperative.
This session explores how Internet resilience can help translate WSIS+20 commitments into practical implementation. Recent disruptions, from cloud outages and power failures to supply-chain vulnerabilities and cyber incidents, have demonstrated that digital resilience is not solely a technical issue. The reliability of digital services depends on a complex ecosystem of networks, domain name systems, routing infrastructure, cloud services, energy systems, and governance arrangements. Understanding and managing these interdependencies is essential to maintaining trust, continuity, and inclusion in the digital age.
Building on the work of the Marconi Society Resilience Institute, the session will present practical approaches developed through multistakeholder collaboration. These include the Life of a Packet dependency-mapping initiative, which visualizes the often-hidden relationships between technical, physical, and institutional components of the Internet, and the Business Resilience Guide, which translates resilience practices used by large infrastructure operators into practical guidance for governments, SMEs, and other organizations. These projects demonstrate how resilience can move from abstract principles to actionable measures that improve preparedness and reduce systemic risk.
Looking beyond 2025, the session will examine how Internet resilience can support the implementation of WSIS Action Lines, the Global Digital Compact, and emerging discussions on AI governance and digital public infrastructure. Particular attention will be given to cross-sector cooperation, learning from incidents, stress-testing critical systems, and strengthening trust in digital services. Panelists from organizations that make the Internet work from different sectors will express their take on the importance of the focus on resilience and highlight or suggest practical actions that can be taken to embed resilience into digital development strategies from their respective perspectives..
As the first WSIS Forum following the WSIS+20 Review, this session aims to contribute to a shared vision in which digital transformation is not only innovative and inclusive, but also resilient, reliable, and sustainable. By fostering greater understanding of dependencies, risks, and opportunities for collaboration, it will help advance a future where the benefits of the Internet remain available to all, even in the face of disruption.
Maarten Botterman is a global leader on Internet Governance and related issues with 25+ year experience in guiding governments and major organizations on the economic, business and societal impacts of current and future internet innovations and technologies. He has published over 100 reports and articles relating to a broad range for information society issues, ranging from reports on telecom regulations to data privacy, from internet governance to future Internet developments and emerging technologies.
His passion is making best use of internet related technologies for a sustainable society, both in terms of ecologic, economic and social sustainability. His vision is based on a deep understanding of what it means to live in a global, networked, knowledge-based society, and his passion is doing the right thing from a public interest perspective in the one world we share, and that is volatile, uncertain, complex, ambiguous, and diverse by nature. His activities consist of independent (digital) policies advice, board governance, cyber capacity building and teaching and mentoring of young people on Internet governance matters.
Next to digital policies and regulations research with GNKS Consult, often working in collaboration with other companies and research institutions, he is Member of the Advisory Board of the Marconi Society Resilience Institute, Chair of the Advisory Board of Whisper.security (a company that provides threat intelligence), Member of the European Union Multistakeholder Forum for Internet Standards for Deployment He is also teaching Internet Governance to youth ambassadors at Internet Society, and organizes capacity building workshops for safer use of the Internet around the world.
Previous Board positions include Chairman of the ICANN Board, Chairman of the Board of the Public Interest Registry responsible for the .ORG domain (PIR, 8 years), Chairman of the Supervisory Board of the NLnet Foundation championing and supporting Open Software development (NLnet, 7 years), and Director and Founding Member of the Institute for Accountability in the Digital Age (I4ADA, 2 years). He also stepped in as interim CEO in PIR in 2010, and was IAAC CEO from 2003 – 2006, and Member of the ENISA Permanent Stakeholder Group.
Voluntary work includes leading the IGF Dynamic Coalition on the Internet of Things (Chair since 2014), Member of the Marconi Society Resilience Institute (since 2024) and chairing the GFCE Working Group on Emerging Technologies (since 2024).

Marina Pappas is an Institute Director at the Marconi Society, a global non-profit dedicated to convening international leaders and stakeholders to collaborate on identifying, assessing, and recommending ways to ensure that emerging technologies benefit society. Serving as a neutral, cross-sector convener, the three Marconi Society Institutes—Advanced Wireless, Internet Resilience, Artificial Intelligence—invites experts from technology, policy, and industry to evaluate the most pressing technology challenges and opportunities warranting collective action.
Vinton G. Cerf is vice president and Chief Internet Evangelist for Google. He is the co-designer of the TCP/IP protocols and the architecture of the Internet. He has served in executive positions at ICANN, the Internet Society, MCI, the Corporation for National Research Initiatives and the Defense Advanced Research Projects Agency. A former Stanford Professor and former member of the US National Science Board, he is also the past President of the Association for Computing Machinery, Emeritus Chairman of the Marconi Society and has served in advisory capacities at NIST, DOE, NSF, US Navy, JPL and NRO. He earned his B.S. in mathematics at Stanford and M.S. and Ph.D. degrees in computer science at UCLA. He is a member of both the US National Academies of Science and Engineering, the Worshipful Company of Information Technologists and the Worshipful Company of Stationers.
Vint is a recipient of numerous awards for his work, including the US Presidential Medal of Freedom, US National Medal of Technology, the Queen Elizabeth Prize for Engineering, the Prince of Asturias Award, the Japan Prize, the Charles Stark Draper award, the ACM Turing Award, the Marconi Prize and Marconi Lifetime Achievement Award, the IEEE Medal of Honor, the Legion d’Honneur, the VinFutures Grand Prize and the Franklin Medal. He is a Foreign Member of the British Royal Society and Swedish Academy of Engineering and holds 33 honorary degrees.
Victor Kuarsingh is a senior technology executive with more than 27 years of experience leading organizations across financial services, cloud, telecommunications, and internet infrastructure. Currently serving as a technology executive, Victor continues to focus on building, supporting, and evolving connectivity infrastructure. As an active member of the standards and operator community, Victor continues to support the industry, bringing practicality to how we build, automate, and manage infrastructure.
Victor's work spans the full breadth of modern connectivity. In cloud infrastructure, he led the engineering and operational scaling of a major public cloud platform from pre- to post-hyperscale, building out global compute fabrics, AI fabrics, and wide-area networking across commercial, national government, and private regions. In mobile network infrastructure, his work shaped the design and growth of 3G/LTE wireless and radio access networks, alongside the core IP and backbone systems that supported them. In cable access infrastructure, he served as principal IP architect for one of North America's largest cable operators, driving evolution across DOCSIS-based access networks, video distribution, and provisioning systems, and contributing to industry working groups on IPv6, SDN, and home networking specifications. In internet infrastructure, he built a global internet edge provider's first full network engineering and infrastructure organization, established its automation foundation, and led the redesign of its next-generation global edge.
A consistent thread across his work has centered around IPv6 — both the protocol architecture itself and the operational realities of deploying it at scale. Victor is the author or co-author of multiple IETF standards in this space, including BCP138/RFC6598 (shared address space for service provider use), RFC7289 (a framework for Carrier-Grade NAT deployment using BGP/MPLS IP VPNs), RFC7381 (phased IPv6 deployment guidelines for enterprise networks), RFC6782 (wireline service provider IPv6 deployment scenarios), RFC6732 (provider-managed 6to4 tunnels), and RFC7081 (assessment of address translation impact on applications). His standards work continues to inform how providers and enterprises approach IPv4/IPv6 transition.
Victor had filed for and holds multiple US patents in network device identification, channel bonding, and RDMA fabric congestion control. He serves as Treasurer of the Internet Society and Internet Society Foundation Boards, sits on the IPMC and Value Optical boards, and is an active advisor to the Marconi Society's Internet Resilience Institute. He completed Executive Leadership programs at the University of Michigan Ross School of Business and IESE Business School in Barcelona, and is based in Doral, Florida.
Ram Mohan is a global leader in Internet infrastructure and is widely regarded as one of the pioneers of the multilingual Internet. For more than 25 years, he has helped shape the technical standards, policy frameworks, and multistakeholder collaboration that enable people around the world to access and participate in the Internet in their own languages and scripts. Today, his work spans multilingualism, digital inclusion, and the security, stability, and resilience of the Internet—core priorities of the World Summit on the Information Society (WSIS).
In 2025, Mohan was inducted into the Internet Hall of Fame in recognition of his pioneering contributions to multilingual domain names, Universal Acceptance, and a more inclusive and secure global Internet.
A leading advocate for a multilingual Internet, Mohan founded the Universal Acceptance Steering Group (UASG), the global initiative that has established Universal Acceptance as a cornerstone of digital inclusion. By bringing together governments, industry, software developers, standards bodies, and the technical community, the UASG works to ensure that all valid domain names and email addresses, regardless of language, script, or writing system, function consistently across Internet applications and services.
Mohan also played a foundational leadership role in advancing the Root Zone Label Generation Rules (RZ-LGRs), the technical framework that enables the safe introduction of non-Latin scripts into the Domain Name System while preventing security and usability issues such as visually confusable characters. The RZ-LGRs underpin multilingual top-level domains in scripts including Arabic, Chinese, Cyrillic, Devanagari, and many others, providing the technical foundation for a truly multilingual Internet.
Building on these standards, Mohan has worked closely with governments and country-code top-level domain operators to deploy multilingual Internet capabilities at national scale. His collaboration with India's National Internet Exchange (NIXI) supported the launch of .BHARAT across 22 official Indian scripts, while his service on the ICANN Board helped advance the delegation of internationalized country-code top-level domains, including China's names in Simplified and Traditional Chinese.
Alongside his leadership in multilingualism, Mohan is internationally recognized for advancing the security, stability, and resilience of the Internet. He co-founded ICANN's Security and Stability Advisory Committee (SSAC) and currently serves as its Chair, guiding global collaboration on DNS security, cybersecurity, DNS abuse, and the implications of emerging technologies such as artificial intelligence.
As Chief Strategy Officer at Identity Digital, Mohan leads global strategy and public policy initiatives focused on strengthening trusted Internet infrastructure, advancing Universal Acceptance, and accelerating multilingual Internet adoption. He also co-founded the Coalition on Digital Impact (CODI), a multistakeholder nonprofit dedicated to expanding universal linguistic access and ensuring that emerging technologies, including artificial intelligence, support the world's languages.
Mohan continues to work across governments, the technical community, civil society, and industry to advance a secure, resilient, and multilingual Internet that is accessible to people everywhere. He has received numerous international recognitions for his contributions to Internet infrastructure, multilingualism, and digital inclusion, and holds 17 Internet technology patents.
He holds a Bachelor of Science in Electrical Engineering from the Manipal Academy of Higher Education, an MBA from the Bharathidasan Institute of Management, and has completed executive education at Harvard Business School, Harvard Law School, and INSEAD.
Dr Moritz Müller is a research engineer at SIDN, the registry of the .nl ccTLD. At SIDN Labs, the research department of SIDN, he is conducting research on the security and resilience of core Internet protocols including the Domain Name System (DNS) and the Border Gateway Protocol (BGP). He is also a guest researcher at the University of Twente in the Netherlands and has previously co-chaired the DNS Working Group at RIPE.
Katarina Garic is the CMO at the SCION Association, where she leads global communications, events, and public relations to accelerate the adoption of SCION technology. She is responsible for positioning SCION across critical industries, including finance, energy, healthcare, telecommunications, and government, translating complex networking concepts into compelling stories for business leaders, policymakers, and technical audiences alike. Before joining the SCION Association, Katarina held senior communications roles at global companies, including Kuoni Tumlare, GE Power, and Alstom, where she led corporate communications, change communications, and marketing initiatives.
Philippe Fouquart is Senior Expert at Orange, French-based global mobile operator and ISP where supports its corporate divisions as well as its 26 country affiliates in naming, numbering and addressing, Internet policy-making and the DNS. Over the last 25 years, Philippe has advised national regulatory authorities and has been active in a number of industry groups such as ETSI and the GSMA and international Standards Development Organisations. At the ITU-T notably, he has been Study Group Vice-Chair and Question Rapporteur. At ICANN, he was GNSO Councilor and GNSO Chair and he currently chairs the Internet Service Provider and Connectivity Provider Constituency.
Raneem Zaitoun is a digital policy researcher and Internet Society Youth Ambassador working at the intersection of AI governance, internet rights, and responsible technology adoption. Her work has contributed to policy research cited in official G7 documentation on emerging technologies, and she has participated in multilateral governance processes at the ITU, the Internet Governance Forum, and the World Internet Conference, where she received the Global Young Leaders Award. She currently serves as an ICTC Digital Youth Representative, advising on national digital skills policy in Canada, and has built her early career around ensuring youth perspectives are represented in the spaces where internet and AI policy is shaped.

The WSIS+20 outcome marks a transition from reaffirmation to implementation. During the Open Consultation, stakeholders emphasized the need to avoid duplication, strengthen coordination across processes (WSIS, IGF, GDC), and ensure Action Lines translate into measurable outcomes.
The Global Digital Compact reinforces this direction by calling for:
- Secure, resilient, and trustworthy digital infrastructure
- Stronger digital cooperation
- Sustainable digital transformation aligned with the SDGs
Digital public infrastructure, AI deployment, e-government, and digital economies all depend on stable and resilient Internet infrastructure. However, recent cross-sector disruptions demonstrate that vulnerabilities often arise from hidden dependencies across power systems, cloud services, routing infrastructure, supply chains, and governance frameworks.
This session supports ITU’s implementation mandate by focusing on resilience as a cross-cutting enabler of all Action Lines as a practical operational layer strengthening existing commitments. It also:
- Complements AI for Good by focusing not on AI policy, but on the resilience of the infrastructure on which AI systems depend.
- Bridges WSIS and GDC implementation, offering practical mechanisms.
- Strengthens coherence across UN agencies, particularly where energy, finance, and digital systems intersect.
The Marconi Society Internet Resilience Institute is developing practice-based tools and cross-sector methodologies through multistakeholder collaboration . Its neutral convening role aligns with the WSIS multistakeholder model and supports structured implementation dialogue.

Through its focus on cross-sector dependencies involving communications, energy, finance, and digital public infrastructure, the session further contributes to SDGs 3, 4, 7, and 11. By promoting resilient and inclusive digital ecosystems, the session helps ensure that the benefits of digital transformation, AI, and the Global Digital Compact can be realized in support of sustainable development worldwide.
