This high‑level dialogue convenes young leaders, policymakers, and global digital cooperation stakeholders to examine how youth can shape the next phase of the information society. Grounded in the WSIS Action Lines and informed by the WSIS+20 Review, the session underscores the growing recognition that young people are not only beneficiaries of digital transformation but essential partners in designing, implementing, and evaluating the policies that drive it.

The WSIS+20 process highlights youth as key actors in accelerating innovation, strengthening digital inclusion, and advancing human‑centric digital development. It calls for institutionalized youth participation, expanded opportunities for youth‑led digital capacity building, and stronger integration of youth perspectives across Action Lines such as C3 (Access), C4 (Capacity Building), C7 (ICT Applications), and C10 (Ethical Dimensions of the Information Society).

Against this backdrop, the dialogue provides a platform for youth to articulate their priorities for the next decade of WSIS, reflect on persistent gaps in digital equity, and propose forward‑looking solutions that advance global cooperation. Senior leaders will engage directly with youth delegates to explore how governance, emerging technologies, and digital public infrastructure can evolve to reflect the aspirations of the next generation.

By elevating youth voices in the WSIS process, this session contributes to shaping a bold, inclusive, and future‑ready vision for WSIS towards 2035, ensuring that young people are not only heard but positioned as architects of the digital future.

H.E. Dr. Bosun Tijani
H.E. Dr. Bosun Tijani Minister of Communications, Innovation and Digital Economy Federal Ministry of Communications, Innovation and Digital Economy, Nigeria

H.E. Dr. Olatunbosun Tijani is the Honourable Minister of Communications, Innovation and Digital Economy of the Federal Republic of Nigeria. In this role, he leads national efforts to drive digital transformation, strengthen innovation ecosystems, and advance inclusive digital development. He is actively engaged in promoting policies and initiatives that support connectivity, digital skills, and technological innovation, contributing to economic growth and sustainable development in Nigeria and beyond.


Dr. Felipe Paullier
Dr. Felipe Paullier Assistant Secretary-General for Youth Affairs United Nations Youth Office

Dr. Felipe Paullier of Uruguay assumed his mandate as the first-ever Assistant Secretary-General for Youth Affairs in December 2023 at the age of 32. He is the youngest senior appointment in the history of the United Nations, and the youngest serving member of the Secretary-General’s senior management group.

As head of the United Nations Youth Office, Mr. Paullier leads systemwide collaboration, coordination and accountability on youth affairs, overseeing the UN’s efforts to strengthen meaningful youth engagement in the areas of sustainable development, human rights, and peace and security.

Prior to taking up his post, Mr. Paullier was the Director General of the National Youth Institute of Uruguay beginning in 2020, where he led efforts to engage young people in policy-making processes at national level. He previously served in various political management positions at the national level. Throughout his career, he has been a foremost advocate for young people’s rights and the inclusion of young people in decision-making spaces.

Mr. Paullier is a Medical Doctor by training, specialized in pediatrics. He holds a Medical Doctor degree from the Universidad de la Republica Oriental de Uruguay and a Master in Business Administration (MBA) from Universidad Católica de Uruguay.


Mr. Tomas Lamanauskas
Mr. Tomas Lamanauskas Deputy Secretary-General International Telecommunication Union

Tomas Lamanauskas is Deputy Secretary-General of the International Telecommunication Union, elected at the ITU Plenipotentiary Conference of 2022, and taking up duties as of January 2023. 

His 25 years of experience spans across sectors of telecoms and digital policy, regulation and strategy, stemming from executive level positions in agencies, companies, and organizations across Europe, the Middle East, the Caribbean and the Pacific region. 

As Deputy Secretary-General of ITU, Tomas focuses on the financial sustainability and operational excellence of the organization. He also works to raise the digital industry's ambition in fighting the climate crisis through the Green Digital Action initiative and promotes investments into the digital infrastructure as well as digital resilience through the Digital Infrastructure Investment Initiative and other efforts. Additionally, Tomas contributes to the global efforts to harness the opportunities and mitigate challenges of new technologies, in particular Artificial Intelligence, including through his role as a co-chair of the United Nations Inter-Agency Working Group on AI. He is also playing a key role in ensuring ITU's support to other UN-wide development and governance efforts, including through the World Summit of the Information Society process and membership at the Operational Steering Committee of the UN Joint SDG Fund. 

Tomas holds Master's Degrees in Public Administration (Harvard), Leadership and Strategy (London Business School), Telecommunications Regulation and Policy (The University of the West Indies) and Law (Vilnius University).


Ms. Isabelle Lois
Ms. Isabelle Lois Senior Policy Advisor Swiss Federal Office of Communications (OFCOM)

Isabelle Lois is a Senior Policy Advisor at the Swiss Federal Office of Communications (OFCOM), working on internet governance, artificial intelligence, and digital policy. Her work focuses on shaping policy at the international level and representing Switzerland in global discussions.

She serves as Vice-Chair of the OECD Working Group on Artificial Intelligence and as a member of the Steering Committee of the Global Partnership on AI. She was part of the Swiss delegation negotiating the first international convention on AI at the Council of Europe, with a focus on human rights, democracy, and the rule of law.

In the field of internet governance, she serves as Vice-Chair of the UN Commission on Science and Technology for Development and contributes actively to the WSIS process.

Isabelle holds an LL.M. in Public International Law from Leiden University and an LL.B. in Swiss Law from the University of Geneva. She is fluent in French, Spanish, Swedish, German, and English.


Mr. Josh Ingersoll
Mr. Josh Ingersoll Senior Manager of Government Lasercom Products Amazon Kuiper, (United States) ITU Youth Advisory Board (YAB) and Forbes 30 Under 30 (2026)

Josh Ingersoll is Senior Manager of Government Lasercom Products at Amazon Kuiper, where he leads the development of next-generation satellite communication solutions for government applications. He is also Executive Director of the Matthew Isakowitz Commercial Space Scholarship, a mentorship programme supporting future leaders in the commercial space sector. Josh has actively advocated for youth participation in international policy processes, including contributions to the 2026 ECOSOC Youth Forum on SDG 9. He holds degrees in aerospace engineering and graduate qualifications in business and international space policy.


Ms. Halima Mohamed Ismaeel Hasan Salman Altorabi
Ms. Halima Mohamed Ismaeel Hasan Salman Altorabi Senior Specialist Ministry of Transportation and Telecommunications (Bahrain) ITU Youth Advisory Board (YAB)

Halima Mohamed Ismaeel Hasan Salman Altorabi is a Senior Specialist in Information Technology and Telecommunications Projects at the Ministry of Transportation and Telecommunications of Bahrain. She has extensive experience in emerging technologies, including artificial intelligence, the Internet of Things, and digital transformation. She is also an AI data scientist and part-time lecturer, with a strong commitment to advancing inclusive digital development and youth empowerment. Halima actively contributes to youth initiatives aligned with the ITU’s vision for digital innovation and governance.


Mr. Kei Hayashi
Mr. Kei Hayashi Founder LocalHostHQ (Japan)

Kei Hayashi is the founder of LocalHostHQ, a startup lab researching at the intersection of media and technology. Since launching the company in 2023, he has raised 3.5 million dollars and helped grow it into an international organization spanning Tokyo, Bangalore, Delhi, and Paris. His company has supported graduates from over 18 countries, partnering with companies including Anthropic and NVIDIA. Most recently, The Government of India invited his company to co-organise the India AI Film festival at Impact AI Summit.


Ms. Murchana Roychoudhury
Ms. Murchana Roychoudhury Community Manager, Global Shapers Community World Economic Forum (India)

Murchana Roychoudhury is Community Manager for the World Economic Forum’s Global Shapers Community in South Asia, supporting a network of over 1,000 young changemakers across 60 cities. Her work focuses on advancing locally driven solutions to global challenges, fostering youth leadership, and strengthening community-based action across the region.
