Twenty-third UNGIS High-Level meeting

UNGIS serves as the United Nations system inter-agency mechanism for advancing policy coherence and programme coordination on digital matters, coordinating substantive policy issues facing the United Nations system's implementation of the Geneva Plan of Action and Tunis Agenda for the Information Society adopted by the World Summit on the Information Society (WSIS). Pursuant to Para 46 of the GA Resolution 62/208, UNGIS also ensures coordination within the United Nations development system in order to respond to the international attention being given to science and technology transfer as reflected by the outcomes of the 2005 World Summit. UNGIS consists of 31 UN system entities as members (i.e., those represented at the CEB) and 21 UN entities as observers.

UNGIS Members emphasize that the WSIS process is a continually evolving process involving many UN agencies, guided by mandates from annual United Nations General Assembly (UNGA) and Economic and Social Council (ECOSOC) resolutions, as well as resolutions from several UN agencies involved in the implementation of the WSIS process.

The objective of UNGIS is to strengthen collaboration and partnerships across the United Nations system in support of the WSIS vision and outcomes. Through coordinated action, UNGIS seeks to ensure that digital cooperation, information and communication technologies (ICTs), and science, technology and innovation remain high on the United Nations agenda, while mainstreaming ICT for development across the mandates and programmes of CEB members.

The importance of UNGIS was further reaffirmed through the WSIS+20 review outcome adopted by the United Nations General Assembly in December 2025 (A/RES/80/173). The resolution calls for the continuation and strengthening of UNGIS as the United Nations system’s inter-agency mechanism for advancing policy coherence and programme coordination on digital matters, with a Chair rotating on an annual basis and a secretariat provided by the International Telecommunication Union. The resolution also entrusts UNGIS with key responsibilities related to the implementation and follow-up of WSIS+20 outcomes, including strengthening coherence between the WSIS process and the Global Digital Compact, and fostering multi-stakeholder dialogue, partnership-building on digital cooperation.
