The United Nations Group on the Information Society (UNGIS) is the UN system's main inter-agency mechanism for advancing WSIS outcomes and strengthening policy coherence on digital issues. As digital transformation accelerates globally, young people remain key drivers of innovation but continue to face persistent gaps in connectivity, digital skills, online safety, and participation in decision-making.

This session brings together representatives from across the UN system to jointly highlight youth priorities and amplify their role in shaping a people-centred, inclusive, and development-oriented information society toward WSIS 2035. Key areas of discussion include:

  • Showcasing how UN agencies are collaborating to support youth inclusion across the digital ecosystem
  • Elevating youth-led digital solutions and innovations
  • Highlighting emerging areas such as ethical AI, digital rights, and green digital jobs
  • Capturing concrete youth recommendations to guide UNGIS's coordinated work in the lead-up to WSIS 2035

Ms. Ruth Sidabutar
Ms. Ruth Sidabutar Project Officer International Telecommunication Union (ITU)

Ruth Sidabutar is a Project Officer at the International Telecommunication Union (ITU), the United Nations specialised agency for information and communication technologies. She leads the facilitation and coordination of the World Summit on the Information Society (WSIS) process and its alignment with the 2030 Agenda for Sustainable Development with multistakeholders. She has dedicated her career in the field of international cooperation, which spans in international organisations, regional organisations, and non-governmental organisations. Before joining ITU, she worked as a Political Officer at the ASEAN Secretariat in Jakarta, Indonesia. She holds a Master’s degree in Cooperation and Development and a Bachelor’s degree in International Relations (International Development).

Ms. Lucía de Mateo
Ms. Lucía de Mateo Programs & Projects Director United Nations Educational, Scientific and Cultural Organization (UNESCO) Remote Panellist

Lucía de Mateo is Argentinian and serves as Programs & Projects Director at Impacto Digital, a Latin American nonprofit working at the intersection of technology, human rights, and social innovation. She holds a B.A. in Political Science from the University of Buenos Aires and leads regional initiatives that strengthen youth participation, digital rights, and gender equality through communication and digital tools.

She has extensive experience designing and implementing programs on media and information literacy, comprehensive sexuality education, and online safety, working with diverse youth communities across Latin America. She is part of UNESCO’s Global Youth Grant Scheme “Powering-up youth-led responses to discrimination,” supporting youth-led innovation to address digital inequalities and harmful narratives.

Her work focuses on co-creation with historically excluded communities, promoting inclusive digital ecosystems and amplifying youth voices in policy and decision-making spaces.

Mr. Leunell Chris Buela
Mr. Leunell Chris Buela Assistant Professor University of the Philippines Los Baños (FAO) Remote Panellist

Leunell Chris Buela is an Assistant Professor at the University of the Philippines Los Baños working at the intersection of water science, digitalisation, climate adaptation, and sustainable agri-food systems. He serves as Project Manager of AQUASMART, a youth-led initiative that develops climate-resilient water management solutions for integrated agriculture and aquaculture. 

In 2025, the AQUASMART team from the University of the Philippines Los Baños won the Integrated Water Management for Food Security Prize under the Transformative Research Challenge at the World Food Forum Flagship Event in Rome, Italy. The team is also participating in the WFF Youth Food Lab incubator program, which provides mentorship, capacity development, and investor connections to help scale innovative solutions for a more sustainable food future. 

Through AQUASMART, Buela and his multidisciplinary team are advancing data-driven tools - combining real-time field monitoring, groundwater modeling, and climate-informed forecasting - to improve water-use efficiency, strengthen food security, and support resilient livelihoods for farmers and fishers.


Mr. Stephen Mwangi
Mr. Stephen Mwangi National Programme Coordinator Digital Skills and Jobs for Youth International Labour Organization (ILO) Remote Panellist

Stephen Mwangi is the National Programme Coordinator for Digital Skills and Jobs at the International Labour Organization (ILO) in Kenya. He leads efforts to advance inclusive digital transformation and promote decent work for young people through strengthened digital skills systems, digital job intermediation, public employment services, and TVET.

With over 10 years of experience, he works at the intersection of skills development, employment, and emerging digital labour policy discussions, supporting national efforts on digital job creation and shaping pathways for youth to access opportunities in the digital economy. His work includes digital job intermediation, market-driven digital skills programme, AI-enabled TVET training systems, and fostering partnerships that align skills development with labour market needs.

He has facilitated a national Community of Practice on Digital Skills and Jobs, convening stakeholders to drive collaboration, knowledge exchange, and inclusive innovation in the digital economy.

He holds a Master of Science in Digital Transformation.


Mr. Mumtaz Tamim
Mr. Mumtaz Tamim Director, (CIO) Digital Impact, Technology & Innovation Department The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) Remote Panellist

Mumtaz Tamim is a senior technology and digital transformation executive with over 30 years of international leadership experience across the United Nations system, international organizations, and the financial sector. He currently serves as Director of Digital Impact, Technology and Innovation and Chief Information Officer (CIO) at UNRWA, where he leads enterprise‑wide digital strategy, technology modernization, cybersecurity, data and AI governance, and innovation. In this role, Mr. Tamim oversees a department of 112 staff across the region, supporting 26,000 internal users and enabling digital services that reach 6.5 million beneficiaries. He is responsible for aligning technology and data capabilities with organizational strategy, strengthening digital resilience, advancing secure cloud and AI adoption, and ensuring robust governance, business continuity, and compliance across complex operational environments.

Previously, Mr. Tamim held senior leadership roles at the United Nations Office at Nairobi (UNON) for over a decade, including Chief of ICT Services and Chief of Infrastructure and Conference Support. There, he provided strategic oversight for enterprise ICT services supporting multiple UN entities, led large‑scale modernization initiatives such as ERP (Umoja) deployment and Microsoft 365 migration, and established shared service models to improve efficiency, accountability, and client experience.

Earlier in his career, Mr. Tamim served with the Organization for Security and Co‑operation in Europe (OSCE) as Chief IT Systems and Security Architect and Deputy Head of ICT, where he shaped enterprise architecture, information security, and ICT support for field missions in high‑risk environments. He began his professional career in the banking sector, where he managed technology operations, digitization, and risk control functions, grounding his leadership in strong governance and financial discipline.

 


Ms. Nahal Zebarjadi
Ms. Nahal Zebarjadi Legal Councilor World Intellectual Property Organization (WIPO)

Ms. Nahal Zebarjadi is a Legal Counsellor in the Building Respect for IP Division, Global Challenges and Partnerships Sector, WIPO.  She joined the team in 2023, with responsibility for strategic assistance and awareness raising activities relating to enforcement and building respect for IP.  She has a decade of experience working in different capacities across WIPO.  Prior to joining WIPO, Ms. Zebarjadi practiced as a government lawyer in Australia. 


Melissa Jenny Cederqvist Njihia
Ms. Melissa Cederqvist Njihia Technical Lead for the Global Initiative on Digital Health World Health Organization (WHO)

Melissa joined the World Health Organization HQ in 2022. She serves as Technical Lead for the Global Initiative on Digital Health, a WHO Managed Network of Networks, supporting strategy and external partnerships for digital health transformation within the Department of Data, Digital Health, Analytics and AI. She has 13 years of experience managing and implementing programs in digital- and community health, information management for emergency response and CRVS- and clinical trial digitalization across countries in the African region and at the global level.

Previously, she has worked with UNICEF, Plan International, Transparency International, the pharmaceutical/life science sector as well as youth inclusion in health innovation. She holds Bachelor Degrees in Chemistry and Business Management from Wittenberg University, United States, and a Master’s in International Maternal and Child Health from Uppsala University, Sweden.


Mr. Prateek Dubey

Prateek Dubey is a Junior WSIS and SDG Project Officer at the International Telecommunication Union (ITU), where he supports the technical coordination and operational delivery of the World Summit on the Information Society (WSIS) process. He manages the digital platforms and information systems that underpin WSIS reviews and high-level events. With a professional background in engineering across data-focused sectors, Prateek bridges technical implementation with international cooperation. In his role, he facilitates stakeholder engagement and supports the alignment of digital initiatives with the Sustainable Development Goals, ensuring the WSIS process remains accessible and effective for the global community.
