Harnessing Innovation and Balancing Risks and Opportunities in the Digital Space: Country Insight - Georgia’s Experience
Georgian National Communications Commission
Session 371
Georgia is emerging as a regional digital hub at the crossroads of Europe and Asia — a digital leader that is not only transforming its internal digital landscape, but also contributing to the global digital agenda through cross-border connectivity, regulatory innovation, and inclusive multistakeholder cooperation. This transformation is driven by a coherent national strategy that positions digital infrastructure, human capital, and institutional resilience as critical enablers of sustainable growth.
At the heart of this strategy is Log-in Georgia, a flagship program designed to extend affordable, high-speed broadband access and digital literacy to Georgia’s most remote and underserved communities. Supported by the World Bank and the European Investment Bank, the initiative directly addresses structural digital divides and empowers citizens with essential digital skills — aligning with core Sustainable Development Goals (SDGs).
The session will showcase the Log in Georgia Project and also underline Georgia’s emerging role as a regional digital hub. In parallel with connectivity expansion, Georgia is strategically positioning itself as a digital bridge between Europe and Asia—offering secure, resilient infrastructure, open market access, and strong institutional frameworks that enable innovation and cross-border cooperation.
The discussion will explore how coordinated efforts across government, international partners, and other stakeholders help harness the benefits of digital connectivity while mitigating associated risks, such as affordability gaps, digital exclusion, online safety, misinformation, etc.
Key aspects such as policy innovation, infrastructure rollout, media and digital literacy will be discussed, along with lessons learned from the Georgian experience.
The session will serve to:
- Present Georgia’s digital connectivity efforts through Log in Georgia and outline its strategic vision to become a regional digital hub;
- Share how regulatory and policy coherence can unlock innovation while safeguarding users;
- Discuss the role of multistakeholder collaboration;
- Explore pathways for extending the impact of such initiatives through regional cooperation and global platforms.
