Dear All,

In the last EGTI meeting it was decided to create a sub-group to work on ICT prices.

Find attached the Terms of Reference (ToR) for this sub-group.

The sub-group will be open to all interested EGTI members. Experts from both developed and developing countries are encouraged to participate.

If you think that you have relevant experience in this area and if you are willing to share this knowledge and actively participate in the sub-group's discussions, please volunteer to be a member by replying to this message by January 31st (next friday).

We can start with below knowledge and added to be a fruitful discussion
Existing definition.

Where the operator offers different packages with a certain number of calls and/or SMS messages included, the cheapest one on the basis of 70 voice minutes and 20 SMS per month (i.e. with a 30-day validity) should be selected. If instead of a pay-per-use plan a package is selected for the whole basket (e.g. a bundle including 100 minutes, 50 SMS and 100MB) or for some of its elements (e.g. a package including 100 SMS), it should be indicated in the notes.

To be collected
Bundled mobile broadband, high usage bundle (140 min, 70 SMS, 1.5 GB) Please provide the broadband tariffs in national currency of the ISP with the largest market share (as measured by the number of mobile-cellular subscriptions). If prices vary between regions of the country, provide the tariffs that apply to the largest city. The tariffs should represent the cheapest available plan meeting the criteria of the basket (140 min, 70 SMS, 1.5 GB) and a minimum mobile-broadband speed of 256 kbit/s. Taxes should be included.

On this occasion, we believe that it is extremely important to conduct a detailed study that can produce a meaningful methodology that takes into account the tremendous developments in the telecom markets, and the pricing method that companies provide to services. In this context, we would recommend that ITU collects prices of the following from dominant operators in each country:

- Bundle tariffs combining voice and SMS
