The Technical Assistance and Training to Uganda on National ICT Development Strategy project aims to support the development of the ICT sector in Uganda, contribute to its economic development and the reduction of poverty, while providing support to poverty alleviation activities in various forms. The project is framed under the Digital Uganda Vision framework and is designed in line with Uganda’s Digital Transformation Programme in the Third National Development Plan (NDPIII). As such, applying a three-pronged approach focused on the development of recommendations, capacity development and the implementation of pilot projects, the project will contribute to towards the implementation of a digitally empowered society and knowledge economy and to transform Uganda into a digitally enabled society that is innovative, productive, and competitive. Through its interventions, the project further seeks to assist in the development of Internet connectivity in the country and the resilience of such networks, and boost related opportunities to contribute to sustainable social policy and regulatory environment and to contribute to making ICT services affordable and accessible for all Ugandans. | Achievements |
The project supported Uganda’s digital transformation agenda by providing technical assistance, policy recommendations and capacity development aligned with national development priorities and the Digital Uganda Vision. Through a comprehensive and integrated approach, the project strengthened the policy environment, institutional capacity and implementation readiness needed to advance Uganda’s transition towards a digitally enabled society and knowledge economy. The project delivered a broad range of policy and strategic recommendations covering broadband development, spectrum management, backbone infrastructure, data centres, last-mile connectivity, universal access, digital services and emerging technologies. These recommendations supported national planning processes and contributed to strengthening the country’s ICT policy and regulatory framework. Significant investments were made in capacity development through advanced and foundational digital skills training, cybersecurity programmes, knowledge exchange activities and the development of local expertise. Government officials and national stakeholders strengthened their ability to implement digital transformation initiatives and address emerging technological challenges. The project also addressed sector-specific priorities through consultations, technical studies and stakeholder engagement activities, including support for e-waste management frameworks, digital infrastructure planning and innovation ecosystem development. Pilot initiatives complemented policy recommendations by demonstrating practical approaches to implementation. By combining policy support, capacity development and practical implementation activities, the project contributed to a stronger enabling environment for digital development in Uganda and helped advance the country’s long-term digital transformation objectives. |
