Abstract :

This document provides an update on the Innovation and Entrepreneurship Alliance for Digital Development, established to address significant unmet needs of the ITU membership in the area of innovation, as first articulated in the Kigali Action Plan adopted at the World Telecommunication Development Conference 2022 (WTDC-22). It has since been further enhanced by the Baku Action Plan and the relevant resolutions of WTDC-25 and the ITU Plenipotentiary Conference 2022 (PP-22), as referenced below.
The Alliance has contributed to the implementation of the five WTDC-22 priority areas, particularly digital transformation, and is well positioned to accelerate the implementation of WTDC-25, with increased recognition of its mechanisms and operational impact for countries.
This document presents the progress achieved by the Innovation and Entrepreneurship Alliance for Digital Development in 2025 and provides insights into its upcoming implementation activities.
The initiative also supports the effective implementation of projects across all Regional Initiatives, particularly those related to Innovation and Entrepreneurship.
