Summary: IMT-2030 is a key area for study and standardization within ITU, and significant progress on IMT-2030 have already been made in ITU-R and ITU-T. FMSC is the capability that provides services and applications to end users regardless of the fixed, mobile or satellite access technologies being used. As a starting point, it is necessary to study the considerations on enhancements to support IMT-2030 networks in FMSC network, which will provide a general understanding and a guideline for FMSC related work items for IMT-2030 networks. This work contributes to the development of the standardization series of FMSC and IMT-2030 networks; and is market valuable for network operators, service providers, and end users, since ubiquitous connectivity is one of the key usage scenarios of IMT-2030. This Technical Report studies the considerations on enhancements to support IMT-2030 networks in FMSC network, in the aspects of general considerations, considerations on use cases, considerations on requirements, considerations on framework, considerations on network function enhancements, considerations on procedures and considerations on security.
