Summary:

International mobile roaming is the service that allows subscribers to continue to use their national mobile phone numbers to access voice, short message service, and data services while visiting another country. Domestic roaming refers to the service that subscribers automatically connect to another network within the same country when the user is outside the home network area. FMSC is the capability that provides services and applications to end users regardless of the fixed, mobile or satellite access technologies being used. Take advantage of multi-access, the FMSC network is capable of providing roaming services to users. With the standardization progress on roaming and FMSC, it is high time to research on the network enhancements of supporting roaming for FMSC in IMT-2020 networks and beyond, which helps in the standardization of roaming.
This Technical Report specifies the general considerations, potential requirements, potential network enhancements, potential procedures and security considerations of supporting roaming for FMSC in IMT-2020 network and beyond.
