Summary: Waste electrical and electronic equipment (WEEE) is the fastest growing waste stream that includes hazardous materials and toxic chemicals begin released into the atmosphere if improperly handled. Studies indicate that only 20% of the global WEEE is recycled. The rest is either left undocumented or being discarded in landfill or incinerated, subsequently increasing both environmental and health risks to surrounding populations. At the same time, WEEE contains valuable materials such as golds, silvers and copper. The informal sectors, particularly those in developing countries, are incentivized to recover these valuable materials through urban mining, which often involve using techniques that are unsafe and further produce adverse environmental impacts. The goal of this Recommendation is to provide a framework for treating WEEE in a safe and environmentally sound manner, and to improve the recycling rate of WEEE. It will support stakeholders involved WEEE treatment to make better environmental decisions and facilitate the sustainable management of e-waste. This Recommendation will also contribute to creating a circular vision of ICTS and electronics.
