The International Internet Connectivity has been identified as a one of the major bottlenecks for the development of the Internet in many countries. So far, the ITU has issued Recommendations such as Rec. ITU-T D.50 and Rec. ITU-T D.52 to address the problem mentioned before. In order to continue working in this issue and to enhance the effects of the existing recommendation on IIC, it is propose here to develop a new recommendation that could cover among others, the following aspects:
" Design of basic costs models or principles of costs models, to describe and explain the chain value of the ICC.
" The use of particular parameters to measure the flow of data through the Internet: use of BGP as a driver of costs in the network.
" The estimate of the costs of the network and consider the possibilities of calculating traffic compensation as a reference for private negotiations.
The purpose of a possible recommendation would be:
1. Principles for ICC costing
2. Provide references to stakeholders regarding the economic aspects of the ICC.
