3. Justification for the specific reference:
This standard defines language specification of Ginga-NCL for portable devices. This standard is essential to define application environment for applications using multiple languages for portable devices in this Recommendation.
4. Current information, if any, about IPR issues:
Patent holders are clearly identified in the Introduction of the document. The holder of the property right has assured that he/she is willing to negotiate licenses under reasonable and non-discriminatory terms and conditions with applicants throughout the world.
5. Other useful information describing the "Quality" of the document:
The specification has been approved for use in Brazil where reference implementation and experimental transmission exists. A significant part of its content is on ITU-T Recommendation H.761.
6. The degree of stability or maturity of the document:
The first edition of the document has been published in 2007 after a national consultation period of 60 days. Current edition was published in April, 2009 under the Brazilian Association for Technical Standards purview.

The present reference is part of the Brazilian middleware Ginga which comprises five parts.
