ITU-T D.50建议书认为，各国拥有监管其电信业务的主权，并建议参与提供国际互联网连接的主管部门通过协商，就实现国际互联网直接连接的双边商务安排达成一致，并考虑到他们之间在业务流量、路由数量、地域覆盖和国际传输等要素的价值方面可能出现的补偿需要。
