近年来，电力设备智能化与物联网一体化的趋势日趋明显。利用各种分布式传感器及其物联网系统，可实现电力设备状态监测、诊断评价和维护决策等功能。同时，电力设备的安全、稳定、可靠运行也依赖于众多物联网传感和控制设备的有效协同。因此，对使用分布式物联网技术的电力设备及其传感或控制设备进行统一管理和协调的需求日益迫切。
ITU-T Y.4708建议书提供基于物联网的分布式电力设备的管理框架，包括框架、功能系统和参考接口。
