通过现代信息通信技术（ICT），在智慧城市中提供公共智能充电服务。与传统充电服务相比，公共智能充电服务具有高度网络化和系统数字化、使用灵活便捷，和电力智能化管理等特征，支持提升智慧可持续城市基础设施的效率、可靠性、安全性和保障性。公共智能充电服务将根植于智慧城市基础设施，对未来智慧城市不可或缺。
ITU-T Y.4230建议书规定了电动车辆（EV）公共智能充电服务的要求和能力框架，目的是优化EV充电服务流程，提升EV用户的充电服务体验。
