ITU-T Y.3200建议书规定了在IMT-2020网络及之后背景下固定、移动和卫星融合的业务要求、网络能力要求和用例。固定、移动和卫星融合（FMSC）是向最终用户提供业务和应用的能力，而不管使用的是固定、移动还是卫星接入技术，也不依赖于用户的位置。
