La Recommandation UIT-T Y.4499 spécifie un cadre pour la surveillance des infrastructures urbaines basée sur une approche participative, y compris les exigences, l'architecture fonctionnelle, les procédures communes, ainsi que les considérations relatives à la sécurité et à la protection de la vie privée.
Les infrastructures urbaines comprennent les équipements et les systèmes physiques dont une ville doit disposer pour son fonctionnement et son développement. Elles se caractérisent par leur nombre important, leur large répartition et leur grande difficulté de gestion. L'approche participative consiste à faire appel à un groupe de personnes pour atteindre un objectif commun. Elle peut fournir un moyen modulable et financièrement viable de surveiller les infrastructures urbaines.
