تشمل التوصية ITU-T D.265 مبادئ لتنظيم تعريفات خدمات البيانات. وينبغي أن تنظر الدول الأعضاء والهيئات التنظيمية الوطنية (NRA) في استخدام هذه المبادئ لضمان الإنصاف في النفاذ إلى الإنترنت وشفافية ممارسات التسعير، التي تفيد مستهلكي خدمات البيانات ومشغليها على حد سواء. وتشكل هذه المبادئ التوجيهية نقطة انطلاق لمنظمي الاتصالات وتكنولوجيا المعلومات والاتصالات (ICT). وينبغي أن تراعي الدول الأعضاء والهيئات التنظيمية الوطنية خصوصية ظروفها الوطنية أو الإقليمية عند تطبيق هذه التوصية.
