توفر التوصية ITU-T Y.4904 نموذجاً لمستوى نضج المدن الذكية المستدامة. ويساعد نموذج النضج هذا على تحديد الأهداف
والمستويات والتدابير الرئيسية الموصى بها لكي تتمكن المدن من دراسة وضعها الحالي على نحو فعال وتحديد القدرات الح رجة اللازمة
للتقدم نحو تحقيق الهدف طويل الأجل المتمثل في أن تصبح مدناً ذكية مستدامة (SSC) .
تشمل هذه التوصية ما يلي:
- نموذج مستوى نضج المدن الذكية المستدامة (SSC-MM) ،
- أبعاد النضج في المدن الذكية المستدامة،
- مستويات النضج للمدن الذكية المستدامة،
- تقابل مؤشرات الأداء الرئيسية في المدن الذكية المستدامة.
